Registered Nurse, Health Care Facility Inspector, North Region (260003M0) The Massachusetts Department of Public Health (DPH) seeks a qualified individual dedicated to public health, quality of life and safety to conduct surveys within Massachusetts nursing homes, hospitals and other health care facilities, and review inspection findings. The Health Care Facility Surveyor will play a vital role ensuring our nursing homes, hospitals and other health care facilities comply with all state and federal regulations. The ideal candidate will have experience working in a health care setting and an understanding of regulations and policies that apply to nursing homes, hospitals and other health care facilities in Massachusetts. This position surveys facilities statewide, with the majority of the assignments in the North Region. It is a field position with occasional travel to the Division’s main office in Marlborough. Applicants need access to a reliable vehicle and may be required to work occasional weekends and mandatory overtime. Duties and Responsibilities Inspects and surveys health care facilities to determine compliance with certification and licensure rules. Drafts reports on facilities’ conformance with federal and state regulations based on on-site inspections and desk reviews. Evaluates plans of correction submitted by facilities and conducts follow-up visits to determine ongoing compliance. Participates in developing methods to evaluate health care services, including program acceptability, utilization, and operational costs. Provides consultation, guidance, and training to health care professionals and staff involved in patient care. Required Qualifications Knowledge of health care administration principles and practices. Capacity to establish and maintain effective working relationships with agency officials, staff, providers, vendors, and administrators. Ability to understand, apply, and explain laws, rules, and regulations concerning hospital licensure and accreditation. Familiarity with trends and problems in providing health care services to clients such as the elderly, children, and individuals with disabilities. Preferred Qualifications At least 3-5 years of professional work experience as a Registered Nurse in a health care facility, preferably nursing homes. Proven experience in a health care profession and basic investigative skills. General knowledge of state and federal regulations related to hospitals and nursing homes. Skilled in exercising a high degree of initiative, judgment, discretion, confidentiality, and decision making. Excellent critical thinking, problem solving, interpersonal, interviewing, teamwork, communication, and organizational skills. Proficient usage of Microsoft Office products including Excel, Word, and Outlook. Minimum Entrance Requirements Applicants must have either: At least three years of full‑time (or equivalent part‑time) experience as a registered nurse in a recognized hospital, clinic, or medical facility, with at least one year in a supervisory, administrative, or managerial capacity; or An equivalent combination of experience and the substitutions below. Substitutions A Bachelor’s degree with a major in nursing may substitute up to one year of the required experience. A Graduate degree with a major in nursing may substitute up to two years of the required experience. Note: No substitutions will be permitted for the required supervisory experience. Special Requirements Current and valid registration as a professional nurse under the Massachusetts Board of Registration in Nursing. Possession of a current and valid Class D Massachusetts Motor Vehicle Operator’s License. Salary Salary placement is determined by a combination of factors, including the candidate’s years of directly related experience and education, and alignment with our internal compensation structure as set forth by the Human Resources Division’s Hiring Guidelines. For all bargaining‑unit positions (non‑management), compensation is subject to the salary provisions outlined in the applicable collective bargaining agreement and will apply to placement within the appropriate salary range.
