Area Program Manager - PCM

Project and Construction Management Director Port Houston seeks a Project and Construction Management Director (Exempt I) to lead the development and execution of its capital project portfolio within terminal boundaries, ensuring optimal capacity development and alignment with strategic, financial, and operational objectives. Position Summary This role directs and manages project teams—Project Managers, Construction Managers, Inspectors, and design staff—across the full project lifecycle: concept, engineering design, scoping, procurement, construction, commissioning, and handover. The director serves as the primary point of contact with internal stakeholders, suppliers, and contractors, fostering collaborative relationships and ensuring execution meets budget, schedule, and quality targets. Key Responsibilities Lead all aspects of the capital projects portfolio within the assigned area, optimizing resource allocation to meet fiscal and priority objectives. Act as a member of the PCM senior management team, coordinating common issues and resource allocations while implementing best management practices. Oversee projects from planning through delivery, ensuring compliance with the Texas Water Code, Professional Practices, and Port Houston policies. Track and report performance using data analysis, monitoring KPIs, cost benchmarks, and vendor quality metrics. Review, coach, and mentor project team members for technical completeness and quality assurance. Prepare and review technical documentation, final reports, designs, drawings, specifications, estimates, and solicitation packages. Evaluate consultant and contractor proposals, negotiating scope, schedule, and pricing to achieve fair and equitable outcomes. Utilize Port Houston project management systems and best practices, recommending process improvements and efficiencies. Maintain field presence through site visits, asset condition assessments, and lead the development of repair and improvement recommendations. Lead, mentor, and manage a team of direct reports and matrixed connections related to the area portfolio. Enhance internal stakeholder relationships, shared goals, and collaborative planning through effective outreach, communication, and negotiation. Prepare and present detailed reports, presentations, and recommendations to senior leadership, division management, and stakeholders. Process Requests for Commission Action and associated documentation, acting in accordance with Port Houston core values. Education & Experience Bachelor’s degree in engineering, construction management, architecture, or a related discipline. Master’s degree preferred. 10+ years of progressive experience in capital project delivery, including 5+ years of professional engineering and 5+ years of project management responsibility. Project Management Professional (PMP) certification preferred. Texas Professional Engineer License preferred. Client interaction and supervisory experience leading a team. Knowledge, Skills, & Abilities In-depth knowledge of engineering design, technical specification writing, and construction techniques. Strong understanding of mathematical and scientific principles applied to civil engineering. Familiarity with Port Houston professional services contracts, construction contracts, and financial budgeting. Excellent organization, time‑management, and prioritization skills. Ability to read construction drawings, building codes, and evaluate product technology. Attention to detail, ability to meet deadlines, and strong written calculations and documentation skills. Effective verbal and written communication with engineers, consultants, surveyors, executives, and the public. Ability to build and maintain effective working relationships. Self‑direction and the ability to work without extensive supervision. Proficient oral and written communication in English. Current, valid Texas driver’s license required.
