Personnel Specialist

$4,030 - $5,044 per month

Individuals who are eligible for Training and Development assignment may also be considered for this position (s).


Under the general direction of the Personnel Supervisor I, the Personnel Specialist will prepare and submit all necessary personnel documentation for a caseload of specific units on a 180:1 ratio of employees, within established time frames. The Specialist will ensure the timely processing of appointments, separations, transfers, and collections on overpayments. Calculate and request all premium pay on a monthly basis, including 7k calculations for Correctional Officers. Ensure all benefits are processed within established time frames. Maintain accurate leave balances in the California Leave Accounting System (CLAS) and manual tracking of leave balances for exception employees. Ensure and maintain confidentiality of the highly sensitive information maintained in the Personnel Office and over the various computer systems.

Determine appropriate coding and input data into the PIMS system in order to document employment history for a caseload of specific units of employees (ratio is 180:1). Certify attendance via Master Pay Certification (MPC) and various payroll documents. Establish accounts receivables (AR) in a timely manner, following-up on ARs to ensure collection process is maintained until overpayment is repaid and documenting results on the Monthly Accounts Receivable Report in BIS. Process and track garnishments. For rank and file custody staff, calculate and apply 7k rules for overtime, docks, and lump sum payments on an ongoing basis. Process Employee Action Requests (EARs).

Ensure timely processing of overtime for Custody, Non-Custody and Custody non-7k staff by determining correct payment and requesting pay via the PIP system. Ensure timely processing of education pay, bilingual pay, senior officer pay, holiday pay, shift differential, Institutional Worker Supervisory Pay (IWSP) and Self Help Sponsor Pay for custody and non-custody staff on a monthly basis via the PIP system and/or the PIMS applications. Process and track all employee benefit documentation. Input Health Benefit enrollments/changes into the CalPERS and Affordable Care Act Systems. Complete Non-Industrial Disability (NDI) forms and request NDI pay from EDD approvals for all staff. Provide information on State Disability Insurance (SDI) for qualifying staff and update employment history as needed. Process uniform allowance on an annual basis for all staff and on a monthly basis for qualifying staff. Calculate and key lump sum payments for Non-Custody and Non-7k Custody staff. Complete employment verifications. Complete Family Medical Leave Act (FMLA) time verifications when requested by the Return to Work Coordinator.

Minimum Qualifications


One year of experience in the California state service performing office duties at a level of responsibility equivalent to an Office Assistant, Range B.
Or II
Two years of office experience. [Academic education above the 12th grade may be substituted for one year of the required general experience on the basis of either (a) one year of general education being equivalent to three months of experience; or (b) one year of education of a business nature being equivalent to six months of experience.]
