Budget Associate

OPEN & PROMOTIONAL EXAMINATION - SIX MONTHS PROBATIONARY PERIOD Under general direction, this position assists in City-wide budget development and administration while performing a variety of associate-level professional, administrative and technical duties. Essential functions of the job include, but are not limited to, the following: Ensures Department services are provided with exceptional customer service and the highest level of ethical standards. Provides technical assistance to Departments in the formulation of budgets. Monitors budgets for various City Departments. Acts as budget liaison and the primary contact for departments on budget and accounting related matters. Performs budget projections and variance analysis with actual versus budget data. Conducts fiscal analyses, and reviews and assists in preparing the annual adopted budget, the City's Capital Improvement Project (CIP) budget, and other related documents. Complies with the Government Finance Officers Association and other Association requirements as deemed necessary for document submission. Analyzes changing services and impacts upon fees and charges. Assists with the development, review, and analysis of budgeted revenue estimates and fund sheets for the preliminary and final budgets. Participates in the review and analyses of departmental budget estimates; participates in the development of preliminary and final City budget. Prepares a wide variety of financial analyses, forecasts, and reports utilizing Excel, Word, PowerPoint, PeopleSoft, and other computer software programs. Instructs other personnel and members of the public in the various elements of the City's Budget and other aspects of the City's fiscal policies and procedures. Assists in presenting budget information, departmental budget estimates, and capital projects budgets to the City Council. May drive on City business depending on the needs of the position. Assumes responsibility for ensuring the duties of this position are performed in a safe, efficient manner. Assists in reviewing and developing city-wide cost allocation plan and other rate studies as needed. Performs other related duties as assigned or as the situation requires. An equivalent combination of experience and education sufficient to perform the essential job functions and provide the required knowledge and abilities is qualifying. Education/Experience Bachelor's Degree in Accounting, Finance, Public Administration, Business Administration or a related field or an Associate's Degree in Business combined with three years of increasingly responsible professional budget, accounting or highly related administrative experience. Highly Desirable Experience in a municipal or other government agency is highly desirable. Experience and skills in preparing an annual budget with various funding sources and expense categories is highly desirable. Transportation Valid Class C California driver's license. Knowledge, Skills & Abilities Budgetary processes and procedures. English usage, spelling, grammar and punctuation. Governmental accounting principles. Principles of government financing and budgetary analysis. Use of computer applications such as Excel, Word, PowerPoint, Microsoft Outlook. Making independent judgments and decisions based on standard policy or procedure and recommending new policies and procedures as needed. Organizing and prioritizing assignments. Accept constructive criticism. Communicate clearly and concisely, both orally and in writing. Develop necessary skills from on-the-job training and meet the standards of performance for the classification by the end of the probationary period. Effectively and positively represent the City of Glendale to members of the public. Establish and maintain effective working relationships with the public, co-workers, other departments, subordinates and supervisors. Follow directions from a supervisor. Foster a teamwork environment. Handle confidential information with discretion. Interpret and apply City policies, procedures, rules and regulations. Maintain accuracy in completing financial and other reports. Model and practice the highest standards of ethical conduct. Perform a variety of administrative and technical duties with little or minimal supervision. Perform fiscal analysis. Prepare clear and concise written reports. Provide exceptional customer service to all employees and vendors. Read, write, and comprehend directions in English. Think analytically to develop solutions to complex problems as they arise. Work independently as needed. Provide exceptional customer service to those using the Finance Department. Other Characteristics Work overtime as requested. Assume responsibility for maintaining a safe working environment. Promotional Eligibility Any City of Glendale employee who meets the minimum qualifications for this position, has completed probation or six months of City employment, and is occupying a permanent full-time classification. Hourly City employees may be considered, provided that they furnish proof of continuous employment immediately preceding the final filing date, which would equal a minimum of six months of full-time service or 1040 part-time hours. EVALUATION OF APPLICATION

All applications, resumes and submitted reference materials will be reviewed and evaluated and only the best-qualified candidates based on applicable experience will be invited to the written examination. Approximately the top 15 scoring candidates who achieve a minimum passing score of 70% on the written exam will be invited to the further stages of the selection process.

WRITTEN EXAM

(Weight of 20%) To evaluate the candidates' written communication skills. Exam will be relevant to the duties of this position.

ORAL INTERVIEW

(Weight of 80%) To evaluate the applicants' experience, education, knowledge and skills for the position. Candidates must pass the exam with a minimum score of 70.00% in order to be placed on the eligible list. TIME AND PLACE OF THE EXAMINATION WILL BE ANNOUNCED. Evaluations will be based on the candidate's education and experience relevant to the position. Examinations will assess evaluate the candidate's education, experience, knowledge and skills related to the job. The City of Glendale reserves the right to modify the examination components or their weighting. If changes are necessary, candidates will be informed of the specific examination components and their weight before the examination is administered. The selected candidate will undergo a background check, including Livescan fingerprinting.
