Intelligence Operations Specialist

Summary This position is located in the Department of Health and Human Services, Immediate Office of the Secretary, headquartered in Washington, District of Columbia. Responsibilities As an Intelligence Operations Specialsit, you will: Analyzes and synthesizes intelligence from multiple classified and open-source datasets to identify Foreign Intelligence Entity (FIE) activities, produce intelligence assessments, generate operational or investigative leads, and support informed operational and strategic decision-making. Conducts intelligence research and threat analysis to evaluate risks to HHS, national security, and public health; prepares risk assessments and develops mitigation recommendations that support biosecurity and public health security operations. Performs supply chain risk management and counterintelligence assessments using all-source intelligence to identify vulnerabilities, detect indicators of foreign targeting, assess intelligence gaps, and recommend measures to strengthen the Department's counterintelligence and supply chain risk management posture. Prepares and delivers intelligence briefings, written analytic products, and liaison support to Department leadership, stakeholders, and Intelligence Community partners to communicate strategic and tactical intelligence affecting HHS operations and mission objectives. Requirements Conditions of Employment Qualifications WHAT WE ARE LOOKING FOR Minimum Qualifications: You must have one year specialized experience to perform successfully the duties of the position. To be creditable, specialized experience must have been equivalent to at least the GS-11 grade level in the Federal service performing ALL of the following: 1. Interprets and synthesizes specialized intelligence datasets related to Foreign Intelligence Entity (FIE) activities, generating operational leads and informing program component level decision-making. 2. Conducting structured research and threat analysis on risks to the United States by analyzing raw data and disseminated reporting, completing routine risk assessments, mitigation measures, and analytic products that support biosecurity and public-health security operations. 3. Performing supply chain risk management/counterintelligence (SCRM/CI) assessments that utilize all-source intelligence (OSINT, HUMINT, SIGINT, etc.) to detect indicators of targeting, identifying intelligence gaps and developing corresponding mitigation recommendations to strengthen supported elements' CI posture. 4. Delivering identity intelligence-focused briefings and written analytic products to internal stakeholders and Intelligence Community partners; fulfilling validated customer requirements and participating in recurring liaison engagements to ensure awareness of strategic and tactical intelligence affecting public-health and departmental activities. The documentation must indicate whether the duties were performed full time or, if part time, the "percentage of times" the other duties were performed. In order to receive credit for experience in your resume that is not within the official series and grade level of your official position, you must provide a copy of the appropriate documentation of such experience as indicated above. Experience refers to paid and unpaid experience, including volunteer work done through national Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; community; student; social). Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to gain employment. You will receive credit for all qualifying experience, including volunteer experience. If such experience is on a part-time basis, you must provide the average number of hours worked per week as well as the beginning and ending dates of the experience so it can be fully credited.
