St. James Manor/St. Anthony's Haven Supervisor

REQUIREMENTS:
A master’s level degree is preferered for this role, with social service and experience in the mental health field. The minimum experience and training for this role is a BSW, BS, or BA with at least four (4) years of experience in a behavioral health residential setting, conducting needs assessment, and working with homeless individuals and/or those with disabilities. At least one year of experience of supervisory nature is required.
The individual must be of good moral character, dependable, reliable and emotionally stable. The individual must be able to pass a physical examination upon employment and annually thereafter. This person must possess a current driver’s license and must have access to an insured automobile while on duty.
The individual must consent and obtain clearances, FBI Fingerprinting, the State Police Criminal Background, and a Child Abuse History Clearance, prior to hire. He/She must provide complete details of any arrest and/or conviction records they may possess, and their dispositions. He/She must consent to a random drug and alcohol testing.
The individual must possess current certification for CPR, AED and First Aid. If not, the individual will have thirty (30) days upon date of hire to acquire these certifications, at the cost of the Agency.
The Diocese of Scranton requires that all employees complete an initial VIRTUS Training program, designed to empower organizations and people to better control risk and improve lives of all those who interact with the Church. Employees will also be required to monitor the VIRTUS website and complete any internet updates as they become assigned. Employees must also complete all other training program, out services, in-services, conferences, seminars, conventions, etc., as assigned by their supervisor.
DEFINITION:
The individual reports directly to the Director of Residential Programs. This individual will be responsible for the daily fiscal and business management of St. James Manor, St. Anthony’s Haven, and Code Blue Shelter.*
This individual will be responsible for conducting the daily activities of supervision services for St. James Manor, St. Anthony’s Haven, & Code Blue.* St. James Manor provides permanent housing, as well as mental health transitional housing within the Mental Health Homeless Program and transitional housing for inmates at Lackawanna County, with mental health diagnoses, within the Citizen’s Re-entry Program. St. Anthony’s Haven provides overnight shelter for individuals struggling with homelessness in Lackawanna County. The Code Blue Shelter provides overnight shelter for unsheltered individuals during extreme winter weather. This shelter is tentative and not yet confirmed for the 26/27 winter season. This individual will carry out assigned service responsibilities to all individuals enrolled in these programs.
The individual must demonstrate a commitment to working with homeless individuals and have the knowledge to provide supervision. He/She will provide social service networking to enrolled clients and will establish a relationship with all the local service provider organizations, networking enrolled clients within case management services. He/She is responsible for providing supervision and oversight for full-time and part-time staff.
This position shall be a salary position complete with compensatory time in compliance with federal wage and hour regulations. Hours of work are ideally 8 am – 4 pm, with flexibility in schedule to meet additional demands of the role. This position is responsible for emergency needs related to clients, staff, and scheduling coverage needs. Scheduled work time is a 40-hour work week for meaningful treatment and supervision.
SPECIFIC JOB RESPONSIBILITIES:
- Supervise and coordinate the development of clinical counseling activities of the residential homeless programs stated within the definition. Coordinate activities with program staff in providing clinical services to assist clients. Provide supervision to case managers who work directly with clients and on a variety of topics to include appropriate interaction with clients, development of activity of daily living skills, guidance in preparing a budget, and treatment planning.
- Attend any pertinent local and county meetings. Act as a liaison representing the agency within community settings.
- Within transitional housing programs, ensure that the clients comply with rental payment requirements and daily maintenance of their living space. Ensure that case management staff is working with all the clients assigned to establish good rental payment histories, save funds for transition to permanent housing and to develop household management skills.
- Provide advocacy, secure short-term emergency services, medical assistance, food stamps as appropriate. Long term needs include providing supportive services, budget counseling follow-up, job search and/or training, employment services, transportation, assistance in securing permanent housing, and so on.
- Provide clinical suggestions to enhance the Prescriptive Program Plan and Chronological Case Update Reports.
- Ensure that case managers are developing appropriate short- and long-term goals together with the client. Examples include obtaining employment (paid), participating in substance abuse counseling or follow-up, improving basic skills for job readiness, periodic monitoring and follow-up of progress.
- Provide various treatment and service plans that address client’s identified problems and needs, approve all treatment, services and termination plans, monitor case management activities to assure quality of services is provided and follow-up determines actual service rendered and client satisfaction with the same.
- Assist case managers with following the client’s relocation from the transitional housing programs to permanent housing. The indicators are as follows: obtain and remain in permanent housing, increase skills and/or income, and achieve greater self-determination
- Ensure program staff adherence to administrative policies and procedure and enforce administrative policies with directions from the Executive Director.
- Participate in screening and selections of new employees when appropriate.
- Provides orientation to new employees when required.
- Provide staff training in such areas as new policies, procedures, regulations and case management expectations.
- Meet with the treatment teams on an ongoing basis to review referrals and current status of clients.
- Participate in development of new programming initiatives within the agency to enhance clinical services to the clients with the programs.
- Schedule and attend staff meetings with case managers and additional staff.
- Participate in on-going in-service/out-service training programs.
- Maintain accurate records for each resident and assigned staff members.
- Upon admission of a client, assign to client to the appropriate case manager to provide the optimum legendary service to that individual so successful transition to permanent housing can be achieved.
- Complete monthly staff schedules in an efficient timely manner.
- Complete monthly billings and submit them to funding sources.
- Obtain data related to ongoing demands of funding sources within the community, primarily related to demographic and income based inquiries. Submit data related to various reports to designated sources in a timely manner and by assigned dates.
- Complete and submit payroll to Catholic Social Services fiscal office by assigned due dates.
- Additional duties assigned by the Director of Residential Programs or Executive Director.
Subordinates include the following job titles: full-time case managers, full-time third shift overnight staff, full-time shelter workers, part-time maintenance employee, part-time call-in staff, and interns (if applicable).
