Nuclear Construction Project Engineer (CSA)
A Nuclear Construction Project Engineer (CSA) is a technical lead who manages the full lifecycle of nuclear facility projects. This role will focus on civil, structural and architectural disciplines (CSA) and bridge the gap between design and physical construction, working with project managers, multidisciplinary teams, superintendents, schedules, budgets, and compliance with strict regulatory safety standards.
Job Profile Tasks/Responsibilities:
- Engineering Coordination: Interpret design drawings and specifications, translating engineering deliverables into actionable Construction Work Packages (CWPs) for field personnel.
- Safety & Compliance: Ensure all field activities strictly adhere to Health, Safety, and Environmental (HS&E) guidelines, regulatory codes, and quality assurance plans.
- Material & Quantity Control: Oversee the receipt, inspection, and storage of field-procured materials. Track weekly construction quantities and validate progress against the project budget.
- Issue Resolution: Manage non-conformance reports (NCRs) and field changes, performing trend analyses to mitigate risks that could impact schedules or costs.
- Cross-Functional Collaboration: Act as the technical liaison between superintendents, external design consultants, project controls, and the client.
- System Turnover: Coordinate with the Startup team to smoothly transition completed systems from construction into operational handover.
- Assist with growing and developing junior team members.
- Additional tasks as delegated by the Project Manager / Director.
- Maintain professional demeanor and behavior at all times in all forms of communication.
- Perform other duties as assigned by manager.
- Strategic Engineering Leadership: Lead and coordinate multiple concurrent construction projects, interpreting design drawings and specifications, translating engineering deliverables into comprehensive Construction Work Packages (CWPs) for field personnel. Provide expert technical guidance to project managers, superintendents, and multidisciplinary teams on complex construction challenges. Exercise substantial autonomy in making sophisticated technical decisions that balance safety, cost, schedule, and quality.
- Multi-Project Coordination & Budget Authority: Oversee and prioritize work across multiple projects or large-scale work packages, managing budgets with significant dollar authority. Validate progress against project budgets, forecast costs, identify variances, and make strategic recommendations for resource allocation and schedule optimization. Approve expenditures and change orders within delegated authority limits.
- Safety & Compliance Leadership: Ensure all field activities strictly adhere to Health, Safety, and Environmental (HS&E) guidelines, regulatory codes, and quality assurance plans. Serve as a subject matter expert on nuclear construction safety culture, proactively identifying and resolving systemic safety issues. Lead incident investigations and drive implementation of corrective and preventive actions. Foster a questioning attitude and continuous improvement mindset across construction teams.
- Material & Quantity Control: Oversee the receipt, inspection, and storage of field-procured materials across multiple projects. Track weekly construction quantities and validate progress against project budgets. Identify opportunities to optimize procurement strategies and reduce material waste.
- Complex Issue Resolution & Strategic Risk Management: Lead resolution of complex non-conformance reports (NCRs), field changes, and design discrepancies, performing sophisticated trend analyses to mitigate risks that could impact schedules, costs, or regulatory compliance. Identify systemic issues and implement strategic process improvements to prevent recurrence. Exercise independent judgment in evaluating competing priorities and making decisions with long-term ramifications.
- Cross-Functional Leadership: Act as the principal technical liaison between superintendents, external design consultants, project controls, regulatory affairs, and the client. Lead cross-functional teams to resolve complex technical challenges and drive collaborative problem-solving. Break down organizational silos to improve information flow and decision-making effectiveness.
- System Turnover & Commissioning Leadership: Coordinate with the Startup and Commissioning teams to smoothly transition completed systems from construction into operational handover. Lead turnover planning, system acceptance testing coordination, and punch list resolution for critical systems.
- Technical Mentorship & Team Development: Formally mentor and develop junior and mid-level engineers through structured knowledge transfer, delegation of appropriate technical challenges, and coaching on problem-solving approaches. Contribute to training program development and technical competency frameworks. Lead technical reviews and knowledge-sharing sessions to elevate team capabilities.
- Process Innovation & Continuous Improvement: Identify opportunities to redesign and dismantle ineffective or inefficient construction processes, documentation workflows, or quality control procedures. Champion innovation in construction methodologies, digital tools, and collaborative approaches that create substantial value for the business.
- Strategic Planning & Long-Range Forecasting: Contribute to long-term construction strategy, including resource planning, schedule optimization, and technology adoption roadmaps. Translate strategic objectives into actionable work plans with clear milestones and success criteria.

Job Profile Minimum Qualifications:
- Education: Bachelor's Degree in Construction Engineering, Civil, Mechanical, Nuclear, or Chemical Engineering.
- Ability to meet physical demands:
- When working on an active construction site, may work in rough or uneven terrain.
- Frequent walking, standing, and sitting.
- Occasional climbing, bending / crouching.
- Occasional lifting up to 25 pounds.
- Level III:
- Experience: Typically, 5+ years of experience in heavy construction or nuclear engineering.
- Industry Knowledge: Deep familiarity with nuclear facility requirements beneficial, Department of Energy (DOE) orders, the Nuclear Regulatory Committee (NRC), or commercial nuclear standards.
- Skills: Strong communication, risk management, and the ability to interpret complex engineering plans and specifications.
- Ability to travel and relocate as needed.

- Level IV:
- The skills required for this role are typically demonstrated by 10 plus years of relevant experience in heavy construction or nuclear engineering, with demonstrated technical leadership on complex, multi-disciplinary projects. Proven track record of managing multiple concurrent projects and leading cross-functional teams.
- Deep familiarity with nuclear facility requirements, Department of Energy (DOE) orders, the Nuclear Regulatory Commission (NRC) regulations, or commercial nuclear standards. Subject matter expertise in nuclear construction engineering, safety culture, and regulatory compliance. Understanding of NQA-1 quality assurance principles and 10 CFR requirements beneficial.

- Advanced proficiency with AutoCAD or equivalent CAD software for design review and constructability analysis.
- Strong proficiency in use of MS suite, including advanced Excel for cost tracking, forecasting, and variance analysis.
- Experience with construction management platforms (e.g., Procore, Fieldwire) and document control systems.
- Strategic & Analytical Skills:
- Ability to perform sophisticated cost-benefit analyses and develop business cases for process improvements or technology investments.
- Strong analytical and problem-solving capabilities for complex, multi-variable challenges.
- Ability to identify systemic issues, perform root cause analyses, and implement strategic corrective actions.
- Experience with trend analysis, forecasting, and predictive risk management.
