Summary The working title for the position is Special Agent-in-Charge. This position is located within in the Department of Labor - Office of Inspector General (OIG), Office of Investigations (OI). OI's mission is to conduct criminal, civil, and administrative investigations into alleged violations of federal laws relating to U.S. Department of Labor (DOL) programs, operations, and personnel to prevent and detect fraud and abuse in such programs and operations. Pay to be set based on the locality pay area of the Duty Location. Final duty station will be determined upon selection. Duties:
- Independently plans, directs, coordinates and oversees complex criminal, civil and administrative investigations of individuals, groups and related entities suspected of violations of the United States law, regulation and Department policy in accordance with the mission of the Office of Investigations.
- Coordinates investigations with other law enforcement agencies at the local, state, and national levels. Maintains contact and liaison with officials at other Department of Labor (DOL) offices and represents DOL as a designated member of the U.S. Department of Justice Organized Crime Planning Council and is a designated member of the Regional Executive Council for DOL. Interacts with political and executive level officials in state/local agencies.
- Based on thorough knowledge of applicable laws and pertinent regulations, makes recommendations to Headquarters on future courses of action related to the mission of the OI.
- Provides technical direction and guidance to staff when problems of very high complexity and sensitivity arise during the conduct of investigations.
- Plans work to be accomplished by subordinates; makes assignments based on capability and expertise; evaluates the subordinate supervisors' performance and the performance of those employees reporting directly to them; gives advice or instruction to subordinates on work and administrative matters. Interviews candidates for positions; recommends appointments, promotion, or assignments for positions; hears or resolves group grievances or serious complaints from employees; and effects disciplinary measures. Responsible for ensuring all personnel management actions are in accordance with merit principles and Equal Employment Opportunity (EEO) program guidance.
- Establishes the investigative priorities for the Regional Office by planning and developing an investigative plan annually, implementation strategy for staff, and working with other OIG managers to develop OIG's five-year strategic plan for the organization.
- Responsible for long term programming and annual budgeting submissions and ensures program accomplishments are within budget allocations. Makes recommendations for budget adjustments.
- This position will not be filled until the Department's Placement Assistance Programs have been fully utilized.
- This position is outside the bargaining unit.
- Relocation Incentives are not offered.
- No Permanent Change of Station Funds (PCS) will be offered.
- Must be a U.S. Citizen.
- Must be at least 21 years old.
- Candidate required to obtain the necessary security/investigation level.
- Requires a probationary period if the requirement has not been met. See Probationary Period in the Required Documents section for more details.
- Requires a supervisory probationary period if the requirement has not been met.
- Requires medical exam and must maintain physical requirements.
- Subject to pre-employment and random drug tests.

- Requires a valid driver's license.
- Subject to frequent travel and overtime.

- Leads or supervises criminal investigations into financial crimes and fraud, federal programs, contracts or grant fraud, and employee integrity offenses;
- Plans, directs and coordinates the work of criminal investigators;
- Participates in establishing regional investigative priorities and/or annual plans;
- Makes recommendations on investigation case strategy, emerging fraud schemes, operational improvements and/or budget and resource alignment; and
- Builds and maintains relations with internal and external agencies to coordinate investigative efforts and information sharing.
