Position Summary

The Regional Property Manager is responsible for the operational and financial performance of an assigned portfolio of multifamily communities.

This position translates ownership objectives and company standards into consistent property-level execution. The Regional Property Manager will oversee financial performance, occupancy, leasing, collections, maintenance, compliance, resident satisfaction, team development, and client reporting.

This is a visible, hands-on leadership position. The successful candidate will understand the numbers, know the physical condition of the communities, develop strong on-site teams, and act quickly when performance falls below expectations.

This is not a desk-only role. It requires regular property visits, direct involvement, clear communication, disciplined follow-through, and the willingness to step into difficult situations when leadership is needed.

Essential Responsibilities

Portfolio Operations

  • Direct the daily operations and overall performance of assigned multifamily communities.

  • Conduct regular property visits, physical inspections, team meetings, and performance reviews.

  • Ensure communities meet National Horizon standards for appearance, curb appeal, cleanliness, safety, resident service, and operational readiness.

  • Develop and manage property-specific action plans for stabilization, occupancy growth, delinquency reduction, staffing, maintenance, and financial improvement.

  • Confirm that vacant units, make-ready schedules, leasing availability, and property management system records are accurate and aligned.

  • Support management transitions, property takeovers, acquisitions, dispositions, and operational restructuring when assigned.

  • Identify operational risks early and ensure corrective actions are documented, assigned, a
nd completed.

Performance

  • Oversee property budgets, forecasts, cash flow, revenue, operating expenses, and net operating income.

  • Review monthly financial statements, budget variances, general ledger activity, accounts payable, and property-level reporting.

  • Hold community teams accountable for meeting revenue, expense, occupancy, collection, and NOI objectives.

  • Identify financial risks and implement measurable corrective action plans.

  • Monitor pricing, concessions, market conditions, exposure, and competitive positioning.

  • Ensure purchasing, vendor usage, invoice approvals, payroll, and controllable expenses remain within established guidelines.

  • Partner with accounting and executive leadership to resolve reporting discrepancies and financial concerns.

Leasing and Revenue Management

  • Lead strategies to improve occupancy, leasing velocity, resident retention, and economic performance.

  • Monitor traffic, tours, applications, approvals, cancellations, move-ins, renewals, notices, and move-outs.

  • Evaluate leasing conversion by community and individual team member.

  • Ensure prospect follow-up, application processing, lease execution, and move-in requirements are completed accurately and on time.

  • Review market data and recommend rental rates, concessions, renewal strategies, and targeted outreach.

  • Partner with marketing teams to improve lead generation, property positioning, online reputation, and community visibility.

  • Ensure leasing teams consistently deliver a professional, responsive, and hospitality-focused customer experience.

Collections and Resident Account Management

  • Monitor delinquency, bad debt, payment arrangements, notices, legal status, and collection activity.

  • Ensure community teams follow established collection timelines and documentation requirements.

  • Work with legal counsel and executive leadership on evictions, resident disputes, and elevated account matters.

  • Reduce preventable revenue loss through accurate reporting, timely action, and consistent accountability.

  • Confirm that resident ledgers, notes, legal actions, and payment commitments are properly documen
ted.

ce and Capital Oversight

  • Partner with maintenance leadership to monitor work orders, preventive maintenance, unit turns, inspections, vendor performance, and emergency response.

  • Ensure vacant units are completed to company standards and delivered by scheduled move-in dates.

  • Review turn costs, recurring maintenance issues, deferred maintenance, and capital needs.

  • Confirm that life-safety issues, code violations, insurance matters, and critical repairs are escalated immediately.

  • Assist with capital planning, bid review, vendor selection, project monitoring, and completion verification.

  • Ensure maintenance operations support resident satisfaction, leasing performance, and asset p
reservation.

  • Recruit, onboard, coach, and develop community managers and other assigned team members.

  • Establish clear expectations and hold employees accountable through documented coaching, performance plans, and regular follow-up.

  • Build a culture of professionalism, hospitality, urgency, accuracy, and ownership.

  • Identify staffing risks and implement coverage plans before property operations are disrupted.

  • Review scheduling, payroll, timekeeping, training completion, and employee performance.

  • Recognize strong performance while addressing poor performance directly and consistently.

  • Develop future leaders and maintain succession plans for key property-level positions.

  • Create an environment where employees understand their responsibilities, receive appropriate support, and are held accountable for results.

Client and Executive Communication

  • Serve as a primary operational contact for property owners, clients, and executive leadership.

  • Prepare accurate weekly, monthly, and ownership-level reports.

  • Communicate challenges honestly, provide appropriate context, and present a specific corrective plan.

  • Lead or participate in ownership calls, property reviews, budget meetings, and performance presentations.

  • Maintain professional client relationships while protecting the interests, reputation, and contractual responsibilities of National Horizon.

  • Ensure material incidents, financial concerns, legal matters, and operational risks are escalated promptly.

Compliance and Risk Management

  • Ensure compliance with Fair Housing requirements, landlord-tenant laws, company policies, lease documents, safety procedures, and applicable regulatory standards.

  • Monitor required employee training and property-level documentation.

  • Ensure incident reports are complete, accurate, timely, and escalated to the appropriate parties.

  • Coordinate responses involving code enforcement, insurance claims, resident safety, legal matters, or emergency conditions.

  • Protect confidential employee, applicant, resident, client, and company information.

  • Maintain organized records that support operational decisions, legal compliance, and client reporting.

Performance Measures

Success in this position will be measured through areas including:

  • Unit turn time and make-ready quality

  • Work-order completion and preventive maintenance

Required Qualifications

  • At least five years of progressive multifamily property management experience.

  • Demonstrated experience managing property financials, budgets, forecasts, and operating performance.

  • Strong knowledge of leasing, collections, maintenance operations, resident relations, and risk management.

  • Working knowledge of Fair Housing requirements and applicable landlord-tenant practices.

  • Experience coaching community managers and holding teams accountable for measurable results.

  • Ability to analyze reports, identify performance gaps, and implement corrective action.

  • Strong written, verbal, organizational, and presentation skills.

  • Proficiency with multifamily property management, reporting, CRM, and learning-management platforms.

  • Ability to travel regularly between assigned communities.

  • Valid driver's license and reliable transportation.

  • Ability to respond to urgent operational matters outside normal business hours when necessary.

Preferred Qualifications

  • Experience with Entrata, Yardi, or comparable multifamily management platforms.

  • Experience with lease-ups, repositioning, distressed assets, management transitions, or property stabilization.

  • Nevada multifamily housing experience.

  • Professional housing or property management designation.
