JOB DUTIES

ESSENTIAL DUTIES:

Under the general supervision of the Chief Information Officer (CIO) or Deputy CIO, the IT Systems Administrator - Public Works performs a variety of administrative and advanced technical support functions related to physical and virtual client computing, application administration, and server-based systems support within the Application Services Division.

This position coordinates technology initiatives, supports application implementations and upgrades, assists with project activities, and ensures compliance with applicable agreements, standards, and regulations. The position serves as a technical resource and liaison among Information Technology staff, Public Works personnel, software vendors, and partner agencies. This position works closely with the Information Technology Operations Manager, Public Works team, and

Duties may include, but are not limited to, the following:

• Provides day-to-day advanced production and ongoing Public Works operations exercising supervision over the application support of enterprise systems, including Naviline, Lucity/EAM, Cognos, Historian, help desk operations, and training initiatives.
• Monitors critical department applications to maintain operational status and identifies, documents, and assists in resolving security or operational issues.
• Assists with developing, implementing, and improving business processes and operational procedures related to Public Works applications.
• Serves as a subject matter expert for emergency communications systems and Public Works applications.
• Coordinates application and infrastructure projects for Public Works departments by tracking project activities, communicating with stakeholders, coordinating vendors, and supporting implementation efforts.
• Assists with the development of technology requests and departmental technology strategic planning by providing technical research, feasibility analysis, and budgetary input.
• Participating on various IT system design, test and implementation project teams.
• Coordinates application upgrades and new software implementations, including scheduling, testing, documentation, and communication with affected stakeholders.
• Plans, tests, and implements software installations and upgrades to ensure applications continue to meet operational requirements.
• Provides technical support during critical system changes, upgrades, migrations, and implementation activities.
• Develops and maintains documentation related to application architecture, system interfaces, testing procedures, configuration standards, and operational processes.
• Performs job functions with an awareness of cybersecurity best practices and assists with implementing security measures to protect City systems, data, and technology assets.
• Performs minor Microsoft SQL, DB2 query development, JavaScript, Visual Basic, and report-writing duties as required.
• Providing 24x7 on-call support for critical system and data center issues.
• Performs other related duties as assigned.

Attendance at work is an essential function of this position. Must carry a City-issued cell phone or participate in the City's approved cell phone stipend program.

Some of the various applications that is supported by this position may include, Windows Server Operating Systems, Genetec Video Surveillance software, Tyler Technologies New World, Central Square Naviline, ESRI ArcGIS, Qsys Video Systems, Axon Fusus and Camera Solutions, Motorola WatchGuard Solutions, Pace Scheduler, and Peregrine Law Enforcement.

Operates a motor vehicle in order to service computers and provide assistance to users at various locations throughout the City of Farmington and San Juan County.

Using excellent customer service skills, establishes and maintains effective working relationships with other employees, officials, and all members of the general public.

QUALIFICATIONS

This position is subject to the City of Farmington's Drug and Alcohol Free Workplace Policy which includes: pre-employment testing, post-accident testing, reasonable suspicion testing, return to duty testing, and follow-up testing.

Graduation from an accredited four-year college or university with a degree in information technology, computer engineering, computer science, or related field preferred, and three years' experience with client based operating systems such as Windows Operation Systems, database programming, client/server programming, and video equipment; or any equivalent combination of education and experience.

Present a positive public image and maintain effective working relationships with other City employees, vendors and the public; maintain a professional demeanor during stressful situations.

Valid New Mexico driver's license, with acceptable driving record for past three years.

Ability to learn to install and operate a variety of software programs; ability to maintain existing software programs and computer systems; ability to troubleshoot common hardware and software problems; thorough knowledge of Windows. Working knowledge of installations and configurations in at least the following: Microsoft Office suite, hardware and software.

Ability to meet project deadlines.

Working knowledge of wire, wiring devices, surge protectors and all necessary hardware to complete necessary installation. Knowledge of printer installation and configuration.

Ability to establish and maintain effective working relationships with supervisors and co-workers; ability to communicate effectively verbally and in writing.

Excellent written and oral communication skills to interface effectively with all users.

Ability to work effectively with other departments and outside vendors.

TOOLS AND EQUIPMENT USED :

Phone, printer, computer (desktop and laptop), video equipment, cell phone, tablet, and motor vehicles. Ability to operate computers operating system, software and hardware.

Frequent stooping, kneeling and bending are required.
