Human Services Program Planner

County of Sacramento

Responsibilities Under direction, the Human Services Program Planner performs analytical, evaluative, coordinative, and/or conceptual staff work in the development, monitoring, research, planning, evaluation, and/or administration of multi‑faceted human services programs and conducts community outreach. Knowledge Of Principles and practices of supervision, discipline, leadership, mentoring, and training Team dynamics and team building Applicable laws, rules and regulations related to human services Office procedures, methods, and equipment including computers and applicable software applications such as word processing, spreadsheets, databases, and other specialized applications related to area of assignment English usage, spelling, grammar, and punctuation Principles, methods and techniques of community organization and development, program planning and design, grant writing, budget development, and program evaluation Economic and human service needs of disadvantaged, ethnic and cultural groups Theories, principles, goals and objectives of public human services Available community resources Relationships among governments, public and private community organizations and groups, and businesses in the county Ability To Select, supervise, train, and evaluate staff Plan, coordinate, assign, and review the work of subordinate staff Investigate and resolve disciplinary issues Work independently, prioritize work, coordinate activities and meet critical deadlines Establish and maintain cooperative, effective working relationships with customers, co‑workers, other agencies and the general public Communicate clearly and concisely, both verbally and in writing Analyze situations accurately and adopt an effective course of action Effectively organize and prioritize work assignments Keep accurate and orderly records Make arithmetical computations accurately and rapidly Maintain confidential information Interpret and apply applicable federal, state, and local laws, codes, and regulations Apply customer service skills, including the identification of customer needs and follow‑up to ensure customer commitments have been met Apply human service planning principles and techniques to problems and issues Plan and evaluate human service programs Research, analyze and evaluate data and information and make recommendations Facilitate meetings and make group presentations Minimum Qualifications Six years of full‑time experience performing professional or supervisory human services program work in the planning, development, and/or administration of human services programs. Bachelor’s degree in social work, psychology, public health, health sciences, public administration, business administration, or a similar field may substitute for up to four years of the required experience. Master’s degree in the above fields may substitute for one year of the required experience. General Eligibility Requirements Applicants must be able to pass criminal background and comprehensive background checks, including reference checks. Applicants must comply with child, elder, and dependent adult abuse reporting laws. Employment Type Probationary period: twelve (12) months.
