Job Title: General Engineer

Location: Washington, DC

Pay Range: $115,000 – 125,000/year plus benefits

Client: Architect of the Capital (AOC)

Project Name: Construction Management services for Architect of the Capitol

Project Duration: 212 days with possibility of extension

Anticipated Start Date: August 24, 2026

Project Details (Size, SOW, Site Background, etc.):

General support of the Construction Execution Branch (CEB) Project Controls for the AOC intent to perform in-house construction activities. General engineering related to support, submittal development and procurement package assistance for various projects performed in-house by the AOC’s Construction Execution Branch.

Daily Responsibilities:

• Develop both equipment, material, or service procurement packages, including scopes of work, market research, independent Government cost estimates for services, equipment, and materials needed for Construction Execution Branch (CEB) projects. Packages to be reviewed and approved by the Government Construction Manager.
• Review product specifications, perform market research, obtain technical product data, and develop procurement orders for materials needed for CEB projects. Submit product data into eBuilder. Procurement Orders to be reviewed and approved by the Government Construction Manager.
• Review RFI, submittals, change orders, punch-lists, etc for input into eBuilder. Draft recommended responses and actions for Government Construction manager.
• All CMS work will be conducted at the project site though some duties require travel throughout AOC campus.
• Working hours shall be generally Monday through Friday: 7:00 a.m. to 3:30 p.m., excluding Federal Holidays (unless otherwise advised by the COR). CEB has the option to work weekends, nights, and federal holidays if needed (and approved by the AOC) to maintain the schedule. The Contractor shall work 40 hours per week unless otherwise noted. The time may vary to include day, night, weekends, or federal holidays in support of construction activities. The Contractor will be required to perform oversight and inspection services during the same working hours as the Construction Contractor.
• Provide technical evaluations and adjustments to IGEs related to all types of contracts.
• Participate in negotiations as required by the Contracting Officer.
• Observe and make recommendations to the Construction Contractor ensuring a safe work environment during construction for workers and authorized visitors on the construction site.
• Manage the completion of the project with the spirit of partnering and without litigation.
• Provide timely reports and communications at all levels to all stakeholders.
• Recommend viable cost saving or cost reduction alternatives when possible.
• Ensure that all sensitive documents are stored, handled, distributed, archived, and destroyed according to established project procedures.
• Review and verify that the design and construction adhere to all design and construction codes and quality requirements.
• Review construction schedules against established contract dates.
• Follow all security requirements in the delivery of this project.
• Ensure all work, minimally, complies with industry quality standards for the unique application.
• Ensure that the construction adheres to the construction documents and specifications developed in the design phase of the contract.

Required Qualifications (Experience, Education, Certifications, Clearances, etc.):

• The Construction Manager shall have a Bachelors degree in Engineering or Construction Management (or similar technical degree) or evidence of work experience or knowledge to compensate for absence of higher education. A minimum of five (5) years of construction work experience may be substituted and shall be reviewed for acceptability.
• MC shall possess a working knowledge of construction practices and call upon this knowledge to assist in implementing the various plans set forth on the project including Quality Assurance, Safety, Time, Cost, Change and Information Management
• The CM shall be familiar with the site operations of a General Contractor (with subordinate sub-contractors) and the process of managing a building construction operation.
• The CM shall have experience in monitoring construction for Quality Assurance. The CM shall have experience in preparing, analyzing, and identifying incongruities and deficiencies in the Contractor’s work in relationship with the construction documents. In addition, they shall understand the baseline schedule and assist in determining the value of the acceptable work in place.
• Work experience on completed projects shall be identified in the credentials of the individual to show relevant competence. The CM shall present three projects of the scale and difficulty at which he/she held a similar position.
• The CM shall maintain daily progress reports and inspection reports and shall lead the inspection and quality assurance team assigned to projects to ensure timely and effective project oversight.
