Job Description:
Our client is seeking an experienced Project Manager 4 to lead the enterprise implementation of a new Electronic Case Management (ECM) system for multiple program offices within the Department of Human Services. This role oversees the execution, coordination, and delivery of ECM capabilities across a multi-agency environment, ensuring alignment with federal partners, existing governance structures, and enterprise modernization goals.


The Project Manager will serve as the Enterprise Project Manager for the ECM program, guiding the transition from legacy custom-coded systems to a platform-based ECM solution. The successful candidate will work closely with program office leadership, technical teams, vendor partners, and federal stakeholders to ensure seamless onboarding, business process alignment, and system decommissioning plans.


Key Responsibilities:
• Lead the end-to-end enterprise implementation of the ECM system across multiple DHS program offices and federal collaborators.
• Develop plans, schedules, governance documentation, and communication strategies to support onboarding of agencies onto the new ECM platform.
• Coordinate, guide, and influence program-level project managers to ensure unified delivery and adherence to established project standards.
• Facilitate collaboration with executive leadership, stakeholders, and HHS DC representatives.
• Drive planning for decommissioning legacy systems as onboarding milestones are achieved.
• Oversee technical and business alignment across project teams, ensuring successful delivery within scope, schedule, and organizational objectives.


Required Skills and Experience:
• Seven to nine years of direct project management experience leading large-scale technical initiatives with diverse teams, high complexity, and vendor involvement.
• Strong skills in budgeting, communication, leadership, negotiation, influencing, organization, problem-solving, team building, and interpersonal awareness.
• Experience delivering PEGA-based Electronic Case Management solutions.
• High level of technical and business acumen.
• Proven history as a self-driven, assertive Enterprise Project Manager with a track record of fast, effective execution.
• PMI PMP certification held for at least five years.
• Bachelor's degree or equivalent technical education preferred.


Work Requirements:
• Full-time schedule, 8 hours per day, Monday through Friday.
• Core hours between 7:30 a.m. and 4:00 p.m.
• Must work onsite in Harrisburg, PA two days per week and more if needed.
