Deputy Program Manager
Life Cycle Engineering has a contingent opening for a Deputy Program Manager, supporting services for the Commander Naval Surface Force, U.S. Pacific Fleet (CNSP) Readiness Assistance Training Team (RATT). The RATT Deputy Program Manager (DPM) will assist the Program Manager in the daily execution of the contract and will act on the Program Manager's behalf in their absence, balancing a workforce of six specialized visit teams and one ORCA team that conduct simultaneous engagements across CONUS and OCONUS fleet concentration areas. The DPM is responsible for overseeing the coordination, scheduling, and execution of RATT and ORCA ship visits and ensuring the efficient use of resources to meet all PWS requirements. This contract has a contingent start of September 2026.
Security Clearance Requirements:
- U.S. citizenship required
- Active U.S. DoD Secret security clearance required (Security clearance eligibility may be considered on a case-by-case basis.)
- Ability to obtain and maintain a U.S. DoD security clearance
Essential Functions and Responsibilities:
- Oversee coordination, scheduling, and execution of RATT and ORCA ship visits across all seven teams, ensuring visit plans are supportable and executable.
- Supervise the development and de-confliction of the team employment schedule, directing the Project Planner in maintaining the 90-day rolling master schedule.
- Ensure geographic grouping of ship visits to minimize ODC expenditures, and review Cost Visit Estimates prior to PM approval and COR/TA submission.
- Monitor resource utilization to sustain a consistent level of effort across the period of performance.
- Organize and execute the annual Standardization Conference (STANCO).
- Ensure workforce compliance with security, training, and access requirements, including tracking of periodic system re-authorizations.
- Support preparation and on-time submission of contract deliverables
Required Education, Skills, and Experience:
- A minimum of ten (10) years of experience in managing federal Government service contracts, with a focus on Navy ship maintenance, training, or operations.
- Demonstrated experience in a supervisory or management role, with strong leadership and organizational skills.
- Experience with Navy maintenance/training staff (e.g., Immediate Superior In Command (ISIC), Type Commander (TYCOM), or Afloat Training Group).
- In-depth knowledge of Navy shipboard operations, maintenance processes, and personnel management.
- Proven ability to manage schedules, resources, and personnel across multiple geographic locations.
- Bachelor's degree from an accredited university is preferred.
Preferred Education, Skills and/or Experience:
- Project Management Professional (PMP) certification or equivalent.
- Senior Navy shipboard leadership experience (e.g., Department Head or Chief Engineer tour).
- Working knowledge of Navy ship depot-level maintenance processes.
- Experience preparing and presenting program reviews to Government stakeholders (COR, TYCOM staff).
Physical Demands and Expectations:
- Ability to work in an industrial shipboard/shipyard environment, climb shipboard ladders and wear all required safety equipment.
- Able to lift (up to 50lb), carry, and transport heavy equipment and materials required. Able to meet U.S. Navy shiprider requirements
- Must be willing to travel up to 40% of the year to CONUS/OCONUS locations.
- Ability to speak, read, hear and write, with or without assistance
- Ability to use phone and computer systems, copier, fax, and other office equipment.
