State Procurement Analyst

Responsibilities Assist state agencies in developing Competitive Sealed proposals (CSPs) for non‑data processing and non‑telecommunication procurement. Identify and define agency needs through observation and interview of key personnel. Determine the size, scope, and complexity of the project and assess the agency’s ability to manage and support it. Identify additional areas to be considered in the project life cycle. Prepare specifications of CSPs based on information obtained from the agency. Identify vendors that can respond to vendor questions for clarification of contractual terms and conditions. Evaluate vendor responses and recommend vendor selection. Report to the State Emergency Operations Center (SEOC) as assigned to provide resource support and logistics for impacted areas. Ensure consistency and compliance with State of Ohio and National Institute of Governmental Purchasing (NIGP) policies and procedures. Interface with vendors, sales representatives, multiple levels of agency personnel, and legal counsel regarding feasibility and cost effectiveness of projects. Coordinate meetings. Prepare correspondence with vendors, attorneys, and agency personnel. Resolve problems between vendors and agencies. Required Certifications Must obtain a Certified Professional Public Buyer (CPPB) or Certified Ohio Procurement Agent (COPA) within one (1) year of eligibility or within four (4) years of accepting the position, whichever comes first. Maintain certification through recertification every five (5) years. Failure to obtain or maintain certification will result in removal. Minimum Qualifications Completion of undergraduate core coursework in business, public administration, management, engineering, science or a comparable field. Two years of experience in purchasing/procurement, data collection and analysis, value analysis, evaluation of vendor proposals/responses, and project management. Ability to become a certified professional public buyer within three years from initial date of hire. Or equivalent of Minimum Class Qualifications for Employment. Identify and evaluate suitable vendors. Develop competitive sealed proposal specifications. Prepare and maintain accurate records and reports.
