Senior Investigator - All Divisions

Description The NYS DOCCS Office of Special Investigations (OSI) is seeking qualified candidates to serve as a Senior Investigator in one of its five divisions, with cross‑over and collaboration among divisions. Divisions and Responsibilities Public Integrity Division (PID) : investigates a wide range of allegations of violations of the Department’s policies and criminal laws, including staff misconduct, physical and sexual abuse of incarcerated individuals, unattended deaths of incarcerated individuals, unauthorized relationships between staff and incarcerated individuals or parolees, various forms of harassment or other misconduct, theft and fraud, and escape plots. Criminal Investigations Division (CID) : investigates a range of criminal activities associated with NYS DOCCS, including violent acts resulting in serious injury or death, threats of violence, gun and drug distribution and possession, contraband smuggling, and criminal organizations engaged in extremist or terrorist activities. CID participates in task forces and intelligence centers. Canine Division : employs specially trained canines to detect dangerous drugs and contraband electronics (e.g., cellular phones) and is dedicated to interdicting controlled substances and other contraband. Fugitive Investigations Division (FID) : specializes in fugitive apprehensions and returning fugitives to NewYork. Intake, Training, and Analysis Division (ITAD) : processes thousands of complaints annually, trains OSI staff, and performs data analysis to identify potential issues, prioritize resource allocation, and provide OSI with a tactical, case‑by‑case analytical role, supporting investigators in their investigations. Responsibilities Supervise approximately five to eight investigators and oversee investigations within the assigned division and geographic region. Guide investigators with their caseloads, review reports and investigative activities, and lead small groups conducting investigations. Conduct investigative activities independently and work effectively with superiors, peers, subordinates, facility staff, and external stakeholders. Ensure OSI investigations are thorough, timely, fair, and compliant with all relevant policies and laws. Collaborate with investigators on special operations such as surprise inspections, parole absconder details, and monitoring operations. Report directly to an Assistant Deputy Chief Investigator, who reports to the Deputy Chief Investigator for the division. Minimum Qualifications At least four years of investigative or law‑enforcement experience, or appropriate educational qualifications on a two‑years experience for one‑year investigative experience basis (e.g., associate degree = 1 year investigative experience; bachelor’s degree = 2 years investigative experience). Demonstrated leadership capabilities and qualities. Knowledge of applicable laws, personal integrity, ethics, fairness, judgment, attitude, and respect for others. Peace officer experience or qualification to carry a firearm (or eligibility to become a peace officer). Ability to travel and work across New York State. Pass background checks. Locations All OSI offices, including Albany, Long Island City, Wallkill, Fishkill, Groveland, Dannemora, Utica, Rochester, Ogdensburg, and Buffalo. Office assignments are based on OSI and the Department’s needs. Travel required. Additional Information This position is overtime eligible.
