IT Project Manager

The VDOT Project Manager 4 is a senior IT project management role based in Mechanicsville, Virginia, responsible for leading and managing complex projects within the Project & Product Delivery portfolio. The role requires expertise in Agile, SAFe, Waterfall, and Kanban methodologies to ensure consistent project delivery, effective stakeholder collaboration, and adherence to VDOT and VITA project management standards. Responsibilities:

• Drive consistent project delivery throughout the entire project lifecycle including planning, resource allocation, and risk, scope, and schedule management.
• Coordinate Agile ceremonies such as Sprint Planning, Daily Standups, Retrospectives, Sprint Demos, Story Refinement, and Release Planning.
• Track and communicate project progress related to schedule, cost, and risks to teams, stakeholders, and management.
• Create an effective team environment by removing obstacles and protecting the team from interruptions.
• Maintain strong relationships between the team, product owner, and external stakeholders.
• Track and report team velocity and other key project metrics.
• Promote continuous improvement and increase team productivity.
• Assist Product Owner with product backlog management and prioritization.
• Ensure adherence to core Agile, Waterfall, and VITA principles and project management practices.
• Perform additional duties as assigned.

• Active Project Management Institute (PMI) Project Management Professional (PMP) certification.
• Minimum 8 years of project management experience.
• Documented risk management experience of at least 5 years.
• Completion of a non-Commonwealth of Virginia (non-COV) project valued over $*** million as Project Manager of record (minimum 5 years experience).
• Strong knowledge of Agile project management principles and software development lifecycle models.
• Experience with Scrum, Kanban, and ability to manage competing demands of quality, scope, schedule, and cost.
• Excellent interpersonal, analytical, organizational, and decision-making skills.

• Completion of a Category 1 or 2 Commonwealth project valued at $** million or more (at least 2 years experience).
• Active Commonwealth Project Management certification.
• Commonwealth risk management experience.
• Experience with SAFe Agile framework.

• Candidate must be able to work onsite up to 3 days per week in Mechanicsville, Virginia.
• Must comply with Commonwealth of Virginia security policies prohibiting offshore IT contractors; candidate must reside physically within the United States for the assignment duration.

• Work schedule includes onsite presence up to 3 days per week.
• Assignment duration from August 24, 2026 to June 30, 2027.
