POSITION SUMMARY:

In Minnesota's CFSS program, Qualified Professionals (QPs) provide hands-on worker training and

supervision, focusing on person-centered care, documentation, and emergency response, with ongoing

supervision every 30-90 days initially and quarterly reviews, ensuring workers meet core competencies

in areas like first aid, documentation, and behavioral practices.

Reports to: Client Services Director/Nursing Supervisor

QUALIFICATIONS:

1. Current license as a Registered Nurse in the state(s) of practice.

2. Clear Background

3. Current valid driver's license, good driving record and reliable transportation.

4. CFSS transition test for PCA agencies required for QPs to learn agency management and CFSS

supervisory roles.

5. Enroll with the Minnesota Health Care Programs (MHCP).

ESSENTIAL FUNCTIONS/AREAS OF ACCOUNTABILITY:

QPs ensure their workers complete training on basic first aid, vulnerable adult/child maltreatment,

OSHA precautions, body mechanics, emergency preparedness, positive behavior, mental health crisis

response, fraud, and documentation in accordance with MNDHS policies.

1. Supervision & Training Responsibilities:

a. Initial & Ongoing Supervision: QPs supervise workers, including in-person visits within 14

days of placement and at least monthly for the first 90 days.

b. Worker Training Plan: Work with the participant and agency to develop and implement a

specific training plan for each worker.

c. Competency Assurance: Train workers and verify their competence in delivering services as

outlined in the service plan.

d. Documentation: QPs must document all supervision details, member comments, and service

delivery plan reviews.

2. Worker Competency & Compliance:

a. Document Services: Ensure workers document services and times accurately.

b. Service Delivery Plan Adherence: Workers must provide services as directed by the

member/representative, following the plan.

c. Agency Model Oversight: QPs supervise workers in the agency model, while in the Budget

Model, workers are directly supervised by the member/representative.

d. Reports on changes and information necessary to modify and update the care plan to reflect

progress towards goals (outcomes).

These requirements ensure QPs are well-equipped to oversee training and development, upholding high

standards for care in CFSS
