Deputy Director

District of Columbia Courts

Summary

This position is located in the Courts' Center for Education and Training (CET) under the general supervision of the Director of the CET. The Deputy Director is responsible for assisting the Director in the coordination and administration of the CET including strategic goals and deadlines in accordance with overall division responsibilities.

Brief Description of Duties:

  • Provides direct supervision and performance management of the professional Education Specialists on staff.
  • Develops and produces, along with the Director where appropriate, all judicial education training programs for the Superior Court and the Court of Appeals in conjunction with the Judicial Education Committee.
  • Provides information to judges about outside education, development and scholarship opportunities and assists with arranging outside training.
  • Interacts daily with judicial officers and their staff about a myriad of training topics.
  • Researches educational topics and identifies and obtains presenters for educational programs and conferences.
  • Evaluates in-house programs and those conducted by other judicial training organizations nationally to ensure excellence in delivery, design and content of the CET's programs.
  • Conducts needs assessments for long and short-term education and development planning aligned with the Strategic Plan.
  • Evaluates and develops internal and external trainers and consultants.
  • Negotiates contracts with speakers, vendors and institutions and oversees the Contracting Officer Technical Representatives of other contracts.
  • Serves as liaison with other Division Directors, Deputy Directors, Clerks of the Court and Senior Operations members of both the Superior Court and Court of Appeals, members of the Executive Office, court committees, and community organizations, national and international organizations as needed.
The DC Courts have employed many measures to keep employees and court users as safe as possible, including mandatory face coverings, social distancing, temperature checks, air circulation, and intensified cleaning services. Vaccinations, being readily available, provide the best protection from infection with COVID-19, and the requirement of vaccinations is consistent with maintaining a safe and secure workplace. Therefore, effective immediately and throughout the remainder of the COVID-19 emergency period, all DC Courts employees, interns, volunteers, and on-site contractors, who have received a vaccination as required by the COVID-19 vaccination protocols, must provide proof of vaccination to Human Resources on the first day of employment. You may seek an exemption from providing a proof of vaccination on the grounds of a specific medical condition or a sincerely held religious belief. All employees who have not received the required number of vaccination doses, regardless of the reason or whether the employee has sought or been granted an exemption, will be required to submit a negative COVID-19 test result on a weekly basis in order to report to work in person or remotely.

Qualifications

MINIMUM QUALIFICATIONS: A bachelor's degree from an accredited university or college; seven (7) years of experience leading, developing, planning, and/or administering education/training programs and at least three (3) years of experience managing, supervising and coaching employees.

EDUCATION SUBSTITUTION:

A master's degree from an accredited university or college; five (5) years of experience leading, developing, planning, and/or administering education/training programs and at least three (3) years of experience managing, supervising and coaching employees.

A law degree from an accredited university or college; four (4) years of experience leading, developing, planning, and/or administering education/training programs and at least three (3) years of experience managing, supervising and coaching employees.

Graduation from the DC Court's Management Training Program may be substituted for one (1) year of supervisory experience. You must provide documentation of your management training (i.e. copy of certificate) with your application.

PREFERRED: A professional degree plus legal and courtroom experience.

The District of Columbia Courts is an independent agency of the District of Columbia Government and is not under the authority of the City Mayor or the D. C. Council. DC Courts' appropriation comes directly from Congress. All DC Courts non-judicial employees receive federal benefits for the following programs: Life Insurance, Retirement Benefits, Health Insurance and Workers Compensation.

The DC Courts leave policy is as follows:

Annual Leave: New full-time employees earn four (4) hours of annual leave biweekly. After three years of service this increases to six (6)hours biweekly, and at 15 years it increases to eight(8)hours biweekly. Most military, federal and District of Columbia government service counts toward the time required to go into the next higher annual leave category. Employees can carry over no more than 240 hours of annual leave into the next leave year.

Sick Leave is used for personal medical needs, care of a family member, or adoption related purposes. Full-time employees earn four(4)hours of sick leave biweekly. This leave can be accrued without limit.

In addition to the federal health plans, the DC Courts offer employees supplemental vision and dental plans as well as a commuter transit benefit subsidy, for a maximum of $150 a month. There are 26 pay periods in the year.
