The primary purpose of this position is to provide effective design and support to multiple customers and organizations to accomplish mission requirements ensuring efficient administrative, financial and technical aspects of the assigned program. To serve as an experienced engineer beyond the competent journeyman level with a minimum of eight years experience dealing with complex and critical utility systems ensuring energy savings, resiliency, and critical missions for the Air Force are supported. This can be reduced to 7 years with a relevant Master's Degree or 6 years with a relevant PhD if the degree is directly applicable providing knowledge and skills that can be applied to the type of work to be performed.

Serves as a fully competent journeyman level Energy Project Manager for one of the largest AF bases in the world and one of the largest energy programs in DoD. Projects are large in nature affecting all missions on base. Provides project management for all energy actions assigned on base and ensures resiliency and energy programs are addressing all command and Air Force initiatives to save energy and water cost to be the most efficient possible. Performs planning and design work for substantial multi-phase new construction that continues for 25 years on each large Energy Performance Savings Contract (ESPC). Utilizes a professional knowledge of engineering to guide other engineers and personnel in the development and continual execution of energy programs throughout the base. Develops and maintains an energy program to meet current and future AFSC/ AFMC/and Air Force goals and objectives. Reviews submittals and all components from large contractors to meet base-wide reductions in a complex nature independently and little to no oversight. Typically, projects are assigned of considerable difficulty, containing combinations of unusual features, requiring significant departures from previous approaches.

As an experienced project manager beyond journeyman level, orchestrates the planning, design, cost estimating, and phased scheduling of assigned projects. Coordinates with other civil engineering functions, environmental, safety, contracting, other organizations, public utilities, and appropriate managers and staff elements for reviews and execution of the program. Provides guidance to team members, monitors their progress throughout the program, and gives input to supervisor on performance. Serves as the technical consultant/design project engineer on all design aspects of the project. Serves as the design liaison with the Army Corps of Engineers, energy privatization companies, utility providers, or other design agencies as required. Maintains current civil engineering data for assigned projects.

Requirements:

- May have extended/other than normal duty hours

- A professional engineering degree at bachelor's level from an ABET accredited institution in engineering or a closely related field is required.

- A Professional Engineer (PE) license is desired but not required.

Knowledge, Skills, and Abilities (KSA):

1. Fully competent journeyman experienced in a broad range of engineering and energy programs, concepts, principles, and practices and extensive familiarity with other engineering disciplines and architecture.

2. Knowledge of a broad range of energy and engineering/construction standards, methods, practices, and techniques, materials, and equipment to determine compliance with federal, state, and local codes and regulations; of standard contracting regulations, practices, and procedures as it relates to facilities engineering; knowledge of health, safety, and environmental requirements as outlined in applicable standards, regulations, and/or technical orders; of environmental principles, practices, procedures, laws, regulations, and current legislative issues; of work classifications and the regulatory and statutory restrictions on the expenditures of appropriated and non-appropriated funds.

3. Knowledge of automated data processing concepts, systems capabilities, and economic usage to effectively accomplish assigned functions; and knowledge of program planning and budgeting cycles, financial control and budget systems, and management.

4. Ability to plan complex solutions as a fully competent journeyman level coordinating with higher leadership, multiple bases, organizations and private industry in the running of a large energy program for the Air Force. This includes presentations and conducting site/facility surveys and inspections.

5. Ability to research, analyze, interpret, and apply rules, regulations, and procedures in a variety of situations and recommend timely and economical solutions.

6. Ability to plan and organize work and coordinate the work of other engineering disciplines and architects; and ability to communicate effectively both orally and in writing and maintain good working relations.
