Senior Product Manager - Medication Process

Job Description

Oracle Health is seeking a Senior Product Manager to drive product management, regulatory and medical device documentation, cross-functional delivery, and software development lifecycle across Oracle Health's medication process portfolio. This role will help ensure that medication process products are designed, documented, delivered, and governed with the rigor required for patient safety, regulatory requirements, and medical device software. Our medication process portfolio plays a critical role in connecting ordering, verifying, dispensing, administration, drug content, and clinical workflow transformation across the healthcare ecosystem.

The ideal candidate combines strong product management judgment, product operations discipline, medical device submission or regulatory documentation experience, and technical program management skills. They will work across product management, engineering, clinical informatics, regulatory, legal, privacy, security, quality, UX, data science, release management, and executive stakeholders to strengthen how Oracle Health defines, tracks, documents, and delivers product work in a highly regulated healthcare environment.

This is a highly visible execution and operations role responsible for turning complex, ambiguous, cross-functional initiatives into clear plans, accountable owners, high-quality documentation, release-ready deliverables, and repeatable operating practices that scale across the Pharmacy portfolio.

Required Qualifications

  • 5+ years of experience in product management, product operations, technical program management, regulatory program management, release management, delivery management, healthcare technology product delivery, or related roles.

  • Experience working in healthcare technology, regulated software, medical device software, clinical software, EHRs, pharmacy systems, or complex enterprise software environments.

  • Experience supporting or leading medical device documentation, regulatory documentation, technical documentation, conformity assessment readiness, clinical evaluation support, safety and performance documentation, or related compliance activities.

  • Experience with healthcare regulatory requirements, including FDA, EU MDR, HIPAA, NCPDP, clinical safety, privacy, security, and regulated healthcare delivery.

  • Experience partnering with product, engineering, design, QA, regulatory, legal, clinical, privacy, security, delivery, and business stakeholders.

  • Demonstrated ability to turn ambiguous requests into structured plans, owners, milestones, work items, risks, decisions, and executable follow-through.

  • Strong organizational skills, attention to detail, and ability to manage multiple complex initiatives simultaneously.

  • Ability to communicate priorities, tradeoffs, risks, dependencies, and decisions clearly to technical, clinical, regulatory, business, and executive audiences.

  • Strong business judgment and ability to provide thoughtful recommendations when product, regulatory, technical, or customer priorities compete.

Preferred Qualifications

  • Experience with medical device submissions, medical device classification, software as a medical device, conformity assessment, notified body interactions, technical file preparation, clinical evaluation, safety and performance requirements, or post-market documentation.

  • Experience defining or supporting product requirements, user stories, acceptance criteria, release plans, operational processes, governance routines, or SDLC documentation.

  • Strong understanding of software development lifecycle practices, release readiness, documentation governance, and cross-functional delivery.

  • Experience supporting release governance, product readiness, regulatory readiness, documentation workflows, launch readiness, or customer-facing release preparation.

  • Familiarity with Agile, Scrum, Kanban, scaled delivery models, or complex enterprise SDLC frameworks.

  • Experience building AI-powered healthcare products, generative AI solutions, conversational AI, clinical decision support tools, or intelligent workflow automation.

  • Knowledge of AI/ML development lifecycles, model evaluation methodologies, and responsible AI practices.

  • Experience using Jira, Confluence, dashboards, trackers, operational scorecards, or similar systems of record.

  • Experience creating Jira dashboards, Confluence pages, release trackers, operational scorecards, decision logs, documentation matrices, or executive-level status summaries.

  • Comfort operating across multiple teams without direct ownership of every product area or deliverable.

Success Profile

The successful candidate is a structured, pragmatic product manager who can operate across product management, product operations, regulatory readiness, and technical program management depending on what the initiative requires. They are able to both complete regulatory product documentation in addition to working across teams to ensure consistency in product and release processes. They understand that healthcare software operates under elevated expectations for quality, safety, documentation, traceability, release discipline, and customer trust.

Responsibilities

Key Responsibilities

Drive Product Operations and Execution Discipline

  • Establish and improve operating models that support product management, engineering, UX, QA, regulatory, legal, privacy, security, clinical informatics, release management, and customer-facing teams.

  • Translate broad or ambiguous initiatives into structured work plans with clear owners, milestones, dependencies, risks, acceptance expectations, and measurable outcomes.

  • Support product and release execution across multiple product areas, workflows, and lines of business.

  • Create practical processes that improve visibility, accountability, documentation quality, and delivery discipline without adding unnecessary overhead.

  • Identify recurring execution gaps and recommend improvements to planning, work tracking, requirements management, release readiness, and governance.

  • Maintain momentum when requirements, regulatory guidance, product priorities, or delivery constraints are incomplete, evolving, or in conflict.

Lead Regulatory, Compliance, and Medical Device Documentation Readiness

  • Partner with regulatory, clinical, legal, privacy, security, quality, product, and engineering stakeholders to support healthcare software compliance activities.

  • Drive documentation readiness for products, features, and workflows that may be subject to medical device, conformity assessment, technical documentation, clinical evaluation, safety, performance, or other healthcare regulatory requirements.

  • Help product teams operationalize regulatory expectations into practical product management, engineering, QA, and release workflows.

  • Support completion of technical documentation packages, evidence collection, traceability artifacts, clinical workflow documentation, release documentation, and decision records.

  • Track commitments, open questions, risks, owners, and deliverables related to regulatory reviews, medical device submissions, compliance workflows, and release governance.

  • Establish clear standards for documentation quality, evidence readiness, decision traceability, and operational preparedness across impacted product teams.

  • Participate in complex cross-functional discussions to interpret regulatory, technical, clinical, and business requirements and convert them into actionable work.

Strengthen Software Development Lifecycle Governance

  • Partner with Product, Engineering, UX, QA, clinical stakeholders, and regulatory partners to ensure product work is defined, documented, reviewed, approved, and released through appropriate SDLC processes.

  • Help ensure requirements, user stories, clinical workflows, acceptance criteria, test expectations, release notes, and supporting artifacts are complete, accurate, and aligned to product intent.

  • Support release readiness activities, including dependency tracking, documentation completion, risk identification, stakeholder sign-off, and go/no-go preparation.

  • Help teams maintain accurate systems of record in Jira, Confluence, dashboards, trackers, and other operational tools.

  • Develop repeatable templates, checklists, workflows, dashboards, and governance routines that support consistent execution across the medication process portfolio.

  • Ensure product and engineering teams have clear expectations for what must be documented, reviewed, approved, and traceable before release.

Support Product Strategy, Requirements, and Roadmap Execution

  • Partner with product leaders to connect roadmap priorities to workflow value, customer needs, clinical safety, regulatory requirements, business goals, and Oracle Health strategic objectives.

  • Support translation of product strategy into requirements, milestones, execution plans, release plans, and measurable outcomes.

  • Contribute to planning discussions for features, workflows, internal platform capabilities, documentation initiatives, and regulatory-readiness efforts.

  • Ensure product decisions, tradeoffs, risks, assumptions, and dependencies are documented and aligned across impacted stakeholders.

  • Help balance innovation, customer commitments, regulatory expectations, technical constraints, and operational capacity.

  • Provide structured recommendations when product tradeoffs, regulatory dependencies, or program-level risks require leadership decision-making.

Coordinate Cross-Functional Delivery

  • Build trusted relationships across Product Management, Engineering, UX, QA, Regulatory, Legal, Privacy, Security, Clinical Informatics, Data Science, Delivery, Customer Success, Marketing, and executive teams.

  • Facilitate alignment when ownership, priorities, timelines, requirements, risks, or next steps are unclear.

  • Lead complex discussions across multiple product areas and lines of business to clarify scope, resolve blockers, and move work forward.

  • Reinforce accountability while helping teams self-govern through clear structure, communication, and operational discipline.

  • Create concise leadership updates that communicate status, risks, blockers, decisions needed, and progress against milestones.

  • Act as a trusted advisor by combining product judgment, operational rigor, practical regulatory awareness, and strong execution discipline.

Improve Visibility, Tracking, and Reporting

  • Break high-level initiatives into actionable Jira items, trackers, work plans, milestones, and deliverables.

  • Track open items, risks, decisions, blockers, dependencies, due dates, release impacts, and documentation gaps.

  • Build lightweight dashboards, Confluence pages, operational scorecards, documentation trackers, and executive summaries.

  • Maintain clear status views that show what is complete, what is at risk, what is blocked, and what requires action.

  • Use reporting to identify patterns, reduce recurring friction, improve planning discipline, and strengthen delivery predictability.

  • Ensure leadership has reliable visibility into progress, risks, tradeoffs, and decision points.

Range and benefit information provided in this posting are specific to the stated locations only

US: Hiring Range in USD from: $91,400 to $187,000 per annum. May be eligible for bonus and equity.

Oracle maintains broad salary ranges for its roles in order to account for variations in knowledge, skills, experience, market conditions and locations, as well as reflect Oracle's differing products, industries and lines of business.

Candidates are typically placed into the range based on the preceding factors as well as internal peer equity.

  8. Paid time off: Flexible Vacation is provided to all eligible employees assigned to a salaried (non-overtime eligible) position. For employees working at least 35 hours per week, the vacation accrual rate is 13 days annually for the first three years of employment and 18 days annually for subsequent years of employment. Vacation accrual is prorated for employees working between 20 and 34 hours per week. Employees working fewer than 20 hours per week are not eligible for vacation.

  10. Paid sick leave: 72 hours of paid sick leave upon date of hire. Refreshes each calendar year. Unused balance will carry over each year up to a maximum cap of 112 hours.
