Job Details Location: Commerce G - 703 Dolorosa - San Antonio, TX 78207 Position Type: Full Time Education Level: 4 Year Degree Salary Range: $63,873.58 - $71,849.70 Travel: Various Goodwill locations Shift: Monday - Friday 8:00 AM to 5:00 PM Responsibilities Upholds and models Goodwill's mission, core values, and servant leadership philosophy. Oversee program functions including outreach and recruitment, enrollment, client services such as career training, foundational skills training, job placement, case management, etc. Develop and implement policies, procedures, and processes that drive a culture of service excellence. Lead program staff; hire talented staff; ensure staff receive appropriate training and evaluation of their performance. Coach and prepare team members for success and advancement opportunities. Monitor and address team member performance issues in a timely manner. Lead and support staff in meeting operational and participant needs. Develop, implement, and enforce program policies, procedures, and processes. Implement quality monitoring systems and processes to drive continuous service excellence. Foster relationships by addressing participant complaints promptly and thoroughly, following through to resolution. Identify patterns of systemic issues and develop solutions for improvement. Set and achieve program metrics and goals for key performance indicators, and identify opportunities for continuous improvement. Collaborate with leadership on program marketing, networking, and community involvement activities designed to educate the public. Manage MOU, grant, and contract compliance to ensure obligations are met with partners, institutions of higher learning, municipalities, and stakeholders. Lead and manage internal and external audits related to program policies, participant files, and grant reporting. Submit accurate monthly, quarterly, and annual metrics reporting to agencies, funders, and contracts. Manage grant and agency performance to ensure performance metrics and spend obligations are met. Assist Director and Community Investment Lead in identifying and applying for funding opportunities to increase long‑term program sustainability. Assist Director in setting program budget for agency and grants. Monitor program budget and spend rate to ensure budget is maintained. Manage direct assistance to participants, including approval of requests, compliance with agency and grant accounting guidelines, and specific assistance policy. Develop and manage relationships with key partners and community stakeholders to align with program mission, services, and outcomes. Vet education and training, social services, and other community programs to ensure alignment with program goals and participant needs. Oversee maintenance of federal, state, and local compliance including Department of Labor, WIOA, and others as required. Manage and monitor case management and student tracking sites to ensure accurate data collection and reporting for agencies, grants, and case management. Maintain knowledge of workforce development best practices, labor market trends, population‑specific resources, and continuously improve programming. Attend and participate in required monthly, quarterly, and annual partner meetings and professional development trainings. Develop equitable strategic outreach and recruitment plan. Report issues related to IT support, facilities maintenance, loss prevention, inventory control, compliance, risk management, and ethics policies. Safeguard Goodwill property and resources; secure from harm, theft, accidental loss, or disposal. Serve as liaison for workforce development with Human Resources, Accounting, Marketing, Contract Services, Purchasing, Risk, and Information Technology departments to ensure policy compliance. Other duties may be assigned by leadership to accommodate business needs and objectives. Additional duties as assigned. Qualifications Bachelor’s Degree or equivalent work experience may be accepted in lieu of education. Five (5) years of experience in the non‑profit sector, social services, or workforce development with at‑risk populations. Experience managing and leading people and teams. Experience managing grant‑funded programs is a strong plus. Strong analytical skills, attention to detail, oral, written, and presentation skills, and intermediate proficiency in MS Office Word, PowerPoint, Excel, and email. Ability to establish professional relationships and collaborate effectively with multiple constituencies to achieve mission goals. Must meet the physical requirements of the position. Must maintain a valid driver’s license and automobile insurance coverage and be able to travel as needed when driving for company business. Benefits Competitive base salary and bonus pay.
