Mental Health Professional

Salary Range $30.88 - $41.73 Hourly

Reports To: ECE/Head Start Program Manager

Location: Head Start, Nespelem, WA This position will require frequent travel to all four districts.

Basic Functions: This is an Exempt position. Provide prevention, early intervention, and mental health consultation services to infants, young children, school-age children, adolescents, and their families using trauma-informed, culturally responsive approaches. Collaborate with Early Childhood Education Program Specialists, educational staff, families, and community partners to address the behavioral, emotional, and mental health needs of children and youth within the boundaries of the Colville Reservation and surrounding areas.

Promote safe and supportive learning environments, positive teacher-student relationships, social-emotional development, school readiness, academic success, and overall family wellness. Provide classroom consultation, coaching, training, case management, and referral support to educational staff and families. Facilitate access to community-based mental health resources and services and coordinate parenting education opportunities in collaboration with program specialists and community partners.

Qualifications

Minimum Qualifications:

  • Preferred: Master's Degree in Mental Health Counseling, Psychology, Sociology, Social Work, Early Childhood Education, Special Education, Behavioral Therapy, Counseling Psychology, Professional Counseling, or Marriage and Family Therapy or closely related degree from a regionally accredited college or university and by an accrediting body which meets any U.S. State or jurisdiction licensing requirements for a professional mental health counselor or therapist with a minimum of Three (3) years direct work experience in a mental health setting providing prevention services and/or mental health therapy to children and families and a Washington State Certification in Counseling or field related to Behavioral Therapy, or Baccalaureate or advanced degree in a field related to this position with at least 10 years of Early Childhood Education Experience.
  • Requires prior work experience in confidential health services and a commitment to confidentiality of all records, materials, and communications concerning families and children, other program staff and professionals or other areas that may impact the operation of the program.
  • Requires 12 months' experience working directly with children ages birth to five and families.
  • Experience formulating and writing assessments and support plans, preferably for young children.
  • Experience providing consultation, training, classroom observation, behavioral support, or mental health services within educational settings serving children and youth is preferred.
  • Experience collaborating with schools, families, tribal programs, and community organizations to improve child and family outcomes is preferred.
  • Experience with evidence based practices and curricula to promote early childhood mental health is desirable, e.g., Incredible Years, Parents as Teachers.
  • Requires work experience demonstrating experience developing, maintaining positive, fair, and professional relationships with co-workers/peers, subordinates, supervisors, collaborative partners, and government agencies.
  • Requires current unrestricted licensure at the independent level as a clinical mental health therapist in any U.S. State or jurisdiction. Acceptable independent licensures include Licensed Independent or Licensed Clinical Social Worker, Licensed Professional Counselor, Licensed Mental Health Counselor, Licensed Marriage and Family Therapist, etc.
  • Requires valid Washington State Driver's License, Class "C" CDL with Passenger and Student Endorsements preferred.
  • Requires to be eligible for the Tribe's vehicle insurance and to maintain same throughout employment.
  • Requires CPR/1st Aid may be obtained within 90 days of hire.
  • Requires Washington State Food Worker Card may be obtained within 10 days of hire.
  • Requires HIV/Blood Borne Pathogens Training may be obtained within 6 months of hire.
  • Requires Mandatory Reporter Training may be obtained within 10 days of hire.
  • Requires CLASS certification may be obtained within 6 months of hire.
  • All ECE/HS/EHS staff must submit to extensive background check and annual physical and TB test, as well as pre-employment UA and any UA required as this is a safety sensitive position.
  • Requires copies of diplomas, transcripts, licensures, or registrations that pertain to the position applied for to be included with the application.

Knowledge, Skills, and Abilities:

  • Requires knowledge of school-based mental health consultation models serving early childhood, elementary, and secondary educational settings.
  • Requires knowledge of the methods used in an early childhood educational setting to improve behavior and work with mental health needs for children.
  • Requires knowledge of social-emotional learning frameworks and trauma-informed educational practices.
  • Requires knowledge of culturally responsive and Indigenous approaches to family engagement and mental health support.
  • Requires knowledge of how an educational system operates and the necessary Federal and State critical components that are involved within its operation.
  • Requires knowledge of governmental regulations associated with IEP's and IFSP's.
  • Requires possess a basic understanding of the scope of the Head Start effort and Trauma informed practices.
  • Requires familiarity with Head Start Program Performance Standards and processes needed to inform program operations for continuous improvement.
  • Requires familiarity with Head Start Early Learning Outcomes Framework.
  • Requires familiarity with CLASS Observation Tool.
  • Requires knowledge of Ages and Stages Screening Tools.
  • Requires to have excellent written and verbal communication skills and possess the ability to read, analyze, and interpret complex documents.
  • Requires to have the ability to write reports, action plans, education plans, family plans, and other documents that support continuous program improvement.
  • Requires knowledge of remote learning and support techniques using technology and printed materials.
  • Requires knowledge of or willingness to obtain knowledge of local Tribal Culture, Traditions, and practices.
  • Requires knowledge of diversity in rural America and specifically on Indian reservations.
  • Requires knowledge of the various techniques used to help individuals who are emotionally, mentally, physically, or developmentally disabled.
  • Requires knowledge of Tribal, State, and Federal mental health service systems.
  • Requires knowledge of analyzing and applying effective conflict resolution.
  • Requires strong organization, communication, and interpersonal skills.
  • Requires a knowledge of and commitment to adhere to the professional code of ethics for respective profession.
  • Requires knowledge of Tribal, State, and Federal standards and licensure requirements.
  • Requires skill in the use of computers and associated software (ChildPlus, TSGOLD, and Microsoft Office) as it relates to the duties of the position. Must demonstrate a strong working knowledge of the essential principles and evidence-based practice of clinical mental health therapy.
  • Requires the ability to emphasize integration of behavior and mental health therapies within the general educational curriculum.
  • Requires the ability to plan, organize and implement intervention strategies using the continuum of service delivery approach in accordance with student's needs.
  • Requires the ability to interpret assessment results and uses the results to develop behavior intervention plans and strategies.
  • Requires the ability to maintain records of children's activities and progress.
  • Requires the ability to engage in decision-making with other collaborators in regards to writing goals and objectives for an Individualized Education Plans or Individualized Family Service Plans.
  • Requires the ability to work as part of a team and in a multidisciplinary team model.
  • Requires the ability to facilitate transition among agencies, programs, and other professionals as service provision changes occur. (i.e. going from Early Childhood to Head Start to the Elementary School).
  • Requires the ability to work in an environment where frequent interruptions occur and priorities are often shifted.
  • Requires excellent written and verbal communication skills along with human relation skills with both children and adults.
  • Requires the ability to coordinate with other programs and facilitate access to additional community resources and services.
  • Requires the ability to conduct screenings, assessments, and referrals using program screening tools.
  • Requires the ability to maintain strict confidentiality.
