Oversee the development and implementation of the Title V needs assessment, state action plan, and annual reporting. Manage program budgets, ensuring efficient allocation and compliance with federal and state funding requirements. Approve expenditures for investments and budget recommendations not originally allocated with guidance from the Bureau Director. Supervise and mentor MCH staff, including direct supervision and coaching for the Title V Special Health Care Needs Director, Family Systems Consultant and Maternal Health Innovation program manager, fostering professional growth and ensuring program objectives are met. Engage directly with Section and Unit Directors to ensure alignment, coordination, and collaboration among staff, programs, and leadership. Ensure a collaborative and inclusive leadership approach that supports cross-team communication and synergy across all program areas. Oversee the orientation, onboarding, and ongoing workforce development for core Title V staff, including MCH Epidemiologists and family leaders. Develop and sustain a comprehensive monitoring and evaluation plan to support data-driven decision-making and the use of evidence-based practices. This plan will guide the measurement framework for the Block Grant. Program Development and Innovation Monitor the development of evidence-based programs and initiatives to improve maternal and child health outcomes. Identify and support implementation of innovative strategies to address emerging public health issues affecting MCH populations. Monitor program performance and use data to drive decision-making and continuous improvement. Stakeholder Engagement and Partnerships Build and maintain strong partnerships with local, state, and federal stakeholders, including health departments, community organizations, and healthcare providers. Serve as the primary liaison with the Health Resources and Services Administration (HRSA) for Title V funding and compliance matters. Collaborate with community partners to address health disparities and improve health outcomes for maternal and child populations. Partner with the Bureau of Epidemiology and Public Health Informatics to enhance data analysis and integration efforts. Provide leadership and oversight for the Kansas MCH Council (KMCHC), ensuring alignment with Title V goals and priorities. Job Responsibilities may include but are not limited to the following Policy Development and Advocacy Provide expertise and guidance on MCH-related policies, regulations, and legislation at the state and federal levels. Advocate for policies and funding that support the health and well-being of maternal and child populations. Represent the state’s Title V program in public forums, conferences, and policy discussions. Data Analysis and Evaluation Oversee the collection, analysis, and reporting of MCH data to inform program planning and measure impact. Ensure data systems are effectively utilized to track progress toward Title V performance measures. Use evaluation findings to refine strategies and demonstrate program success to stakeholders. Analyze data to identify systemic trends affecting MCH populations and use these insights to guide decision-making. Qualifications Education: High School, GED Licensing & Certification: Valid Driver's License - Incumbent is required to have and maintain a valid driver's license when operating a state vehicle, a private vehicle, or a rental vehicle for the benefit of the State. Minimum Qualifications: Four years of experience in planning, organizing and directing the work of a department, program or agency. Word, Excel, PowerPoint, Access Proofreading, editing, attention to detail Preferred Qualifications: Bachelors or Masters degree in Public Health, Public Administration, other related field Oral and Written Communication Skills Teamwork-Collaboration Skills Critical Thinking and Problem Solving Skills Three or more years in a health or public health related setting Experience in a clinical setting and/or public health area, Maternal and Child Health preferable Experience in standard-setting, program planning and evaluation, coordination/collaboration Grants/contracts/fiscal management and budgeting Family and Consumer Engagement Strategic Planning, Needs Assessment, Evaluation Leadership, Coaching, and Supervision Understanding of Maternal Child health issues Post-Offer, Pre-employment Requirements: Kansas Tax Clearance Certificate: A valid Kansas Tax Clearance Certificate is a condition of employment for all employees of the State of Kansas.
