Senior Administrative Analyst

The Housing Authority of the County of Alameda (HACA) is seeking a Senior Administrative Analyst, to serve as a key strategic partner to executive leadership, leading high-impact initiatives that shape housing programs, improve operational effectiveness, and ensure regulatory compliance across the agency.

This position reports directly to the Executive Director and currently oversees three Administrative Analysts.

Key responsibilities include:

  • Leading and managing special projects, programs, policies, and operational initiatives for executive leadership.
  • Administering major housing programs, including Project-Based Vouchers (PBV), housing waitlists, Independent Entity functions for other housing authorities, and program audits.
  • Developing and implementing new programs, systems, technologies, and operational procedures with agency-wide impact.
  • Ensuring compliance with federal, state, and local housing regulations, including Fair Housing requirements, Section 504, Reasonable Accommodations, Violence Against Women Act (VAWA), and Limited English Proficiency (LEP) regulations.
  • Overseeing HUD reporting and compliance activities, including Section Eight Management Assessment Program (SEMAP) submissions, Public Housing Agency (PHA) Annual Plans, and other federal reporting requirements.
  • Managing housing program data collection, analysis, reporting, and presentation development.
  • Coordinating responses related to the California Public Records Act (PRA), Freedom of Information Act (FOIA), and other information requests.
  • Supporting the Housing Commission through research, policy analysis, staff reports, and presentations.
  • Conducting complex research and evaluation related to housing programs, funding opportunities, policies, and operational effectiveness.
  • Preparing and administering grant applications and ensure compliance with grant reporting requirements.
  • Conducting surveys, statistical analyses, and performance assessments to support decision-making.
  • Serving as a liaison with HUD, local governments, community organizations, residents, and other stakeholders to facilitate partnerships and collaborative initiatives.

Health benefits:

  • Medical: Choice of plans offered by Kaiser or United Healthcare for employees and dependents. HACA pays 90% of premiums for Kaiser plans. Employees who have medical coverage through another source may choose to opt out of HACA's medical coverage and receive a stipend.
  • Dental: Choice of Delta Dental (PPO) or Delta Care (HMO). HACA pays 100% of the premium for employee and dependents.
  • Vision: HACA pays 100% of employee's premiums. Employees pay for dependent coverage.
  • Flexible spending account: Employees can elect an annual amount up to $3,500.00 on a pre-tax basis for eligible medical expenses and up to $5,000 for eligible dependent care expenses.
  • Employee Assistance Program: 100% HACA paid

Retirement:

  • Alameda County Employees' Retirement System (ACERA): New members participate in Tier IV with a benefit of 2.5% at 67. Employees are required to make a contribution of approximately 9.0% through payroll deductions.
  • HACA employees participate in the Social Security system.
  • Voluntary Deferred Compensation Plan (457 Retirement Savings Plan).

Fringe benefits:

  • Life Insurance: Group term life insurance with premium paid by HACA. Employees are eligible after 6 months of employment.
  • Management Flexible Benefit: Up to $2,300 per calendar year in either taxable or non-taxable reimbursements for eligible purchases.
  • 9/80 Work Schedule and Flexible Working Hours: HACA offices are closed every other Friday. In order to work 80 hours in each pay period, management employees are scheduled for 8.9 hours per day. Management employees have some ability to flexibly schedule their 8.9 hours/80 Work Week.

Leave benefits:

  • Vacation: Accrues at varying rates for full-time employees. The beginning accrual rate is 120 hours per year for the first three years, increasing with tenure. Employees may also sell accrued vacation each fiscal year and purchase vacation if eligibility requirements are met.
  • Holidays: 14 paid holidays per calendar year. HACA also provides up to 6 floating holidays per fiscal year.
  • Sick Leave: Accrued at the rate of 104 hours per year.
  • Kin Care Leave: Unlimited hours of accrued sick leave may be used for the care of eligible family members per calendar year.
