Job Description The Budget Analyst assists the Budget Manager in the preparation, coordination, and development of the budgeting process for the Richmond Sheriff’s Office. The Analyst supports upper management in the analysis, planning, preparation, implementation, and adaptation of the annual budget, and reports on major activities to executive-level administrators. Reporting Structure Directly reports to the Budget Manager and/or the Sheriff’s designee. Responsibilities Develop an operating budget, including two-year expenditure forecasts and reviews of pay and benefits. Conduct surveys, research, data analysis, cost-benefit analyses, and revenue/expense forecasting. Monitor and amend the operating budget; verify data and funds. Execute transactions within the integrated budget, accounting, and purchasing system, including requisitions, payment vouchers, budget data entry, appropriation revisions, and salary and budget imports. Develop and monitor office objectives as part of the annual budget process. Prepare budget presentations and workshops. Prepare salary projections, develop procedures, and make policy recommendations. Assemble and/or formulate statistical analyses as required. Conduct advanced financial analysis and formulate recommendations based on such analysis. Negotiate, exchange ideas, and provide policy guidance on budget matters. Establish long‑range plans, identify funding sources, and implement capital improvements, major equipment, and technology systems supporting the Sheriff’s Office and the City of Richmond. Conduct training for departments and sections involved in the budget process. Provide information and answers to departments regarding budgets, forecasts, surveys, financial trends, and other requested data. Provide data and analysis for the Sheriff, City Council, and City Administration upon request. Carry out other duties as directed by the Sheriff, Budget Manager, and/or the Sheriff’s designee. Work Environment Works within an office environment, interacting with employees, City of Richmond officials, and the general public. Qualifications Four‑year degree in a field providing a well‑rounded budget/administrative background or equivalent experience. Minimum of three years of experience in the daily operation of local and state compensation budget processes (Constitutional Officers’ Informational Network – COIN). Virginia Compensation Board experience is preferred. Proficiency in written, oral, and reading English. Strong mathematical skills using symbols, numbers, and formulas to solve complex problems. Proficiency with Microsoft Office Suite and related software such as word processing, spreadsheets, and custom applications. Minimum of five years of managerial and supervisory experience, including employee performance appraisals, disciplinary actions, and counseling. Knowledge of intranet and internet use.
