The primary purpose of this position is to serve as a first level supervisor, providing planning, directing, organizing, and exercising control over non-supervisory employees assigned to the Training and Exercise Branch within the Joint Training and Exercise Division, Directorate of Operations and Training, and the United States Special Operations Command (USSOCOM).

Duties

• Plans, organizes, and directs the activities of a Training and Exercise Branch within the USSOCOM Joint Training and Exercise Division to ensure training policy and execution complies with legal and regulatory requirements. Plans, organizes, and oversees the execution of training requirements of the USSOCOM Component Commands (Special Operations Commands of the Army, Air Force, Navy, and Marine Corps) and Sub-unified Commands (Special Operations Commands of the Combatant Commands) are met to standard.
• Exercises supervisory personnel management responsibilities. Advises and provides counsel to employees regarding policies, procedures, and directives of management.
• Represents the Training and Exercise Branch, J37 Division, J3 Director, and Commander USSOCOM in a variety of high-level government committees, national forums, and DoD meetings/conferences, focusing on activities to meet the Command's responsibilities and vision. Establishes, develops, and maintains effective working relationships with USSOCOM J-Code Staff, USSOCOM Component organizations (U.S. Special Operations Command: Army (USASOC), Air Force (AFSOC), Navy (NSW), Marine Corps (MARSOC), the Joint Special Operations Command (JSOC), and the Joint Special Operations University (JSOU).
• Principal advisor and subject matter expert within USSOCOM Headquarters on significant training and exercise activities and efforts occurring within the Department of Defense (DoD) and United States Government (USG) relevant to Special Operations Forces (SOF) employments. Coordinates and monitors the life-cycle management of comprehensive and progressive joint special operations training programs.
• Responsible to ensure the core classified national information protection security disciplines of information are fully covered from a policy and programmatic viewpoint to ensure overall information protection requirements meet mission requirements. Analyzes documents and ensure the sensitivity of documents is protected from unauthorized users.

Qualifications

In order to qualify, you must meet the specialized experience requirements described in the Office of Personnel Management (OPM) Qualification Standards for General Schedule Positions, Administrative and Management Positions.

SPECIALIZED EXPERIENCE: Applicants must have at least one (1) year of specialized experience at the next lower grade GS-13 , or equivalent in other pay systems. Examples of specialized experience includes expert knowledge sufficient to advise management on extensive developmental implementation efforts of broad system areas such as conceiving, planning, and conducting work of unusual scope, difficulty, and complexity in achieving interoperability and integration with previous disparate capabilities having a major impact on Mission Training Preparations Systems (MTPS) issues worldwide. Extensive knowledge and experience with joint special operations forces and the missions, core tasks, roles, functions, components, services, and commercial businesses as they relate to MTPS. Working knowledge of budget and financial management principles and techniques relating to prioritization of budget allocation/execution and long-range planning.

FEDERAL TIME-IN-GRADE (TIG) REQUIREMENT FOR GENERAL SCHEDULE (GS) POSITIONS: Merit promotion applicants must meet applicable time-in-grade requirements to be considered eligible. One year at the GS-13 level is required to meet the time-in-grade requirements for the GS-14 level. TIG applies if you are in a current GS position or held a GS position within the previous 52 weeks. NOTE: Applicants applying as VEOA candidates who are current GS civil service employees or are prior GS civil service employees within the past 52 weeks must also meet time-in-grade requirements.

KNOWLEDGE, SKILLS AND ABILITIES (KSAs): Your qualifications will be evaluated on the basis of your level of knowledge, skills, abilities and/or competencies in the following areas:

1. Mastery knowledge of the policies, principles, concepts, guidance, procedures, techniques, and methodologies pertaining to a wide range of qualitative and/or quantitative methods for the analysis of Training and Exercise issues as pertain to doctrine, organization, training, material, leadership and education, personnel, and facilities (DOTMLPF) program management competencies.

2. Knowledge of SOF organizations, mission, functions, programs, education, and employment principles and Joint/Staff/Combatant Command experience to provide command level staff guidance.

3. Ability to plan, organize, and direct the functions and supervise, mentor, motivate, and appraise the staff of an organization; adjusting work operations of one or more organizational segments to meet program requirements and objectives within available resources.

4. Ability to communicate, both orally and in writing, clearly, concisely, and with technical accuracy.

5. Mastery knowledge and ability to interpret high-level guidance (Strategic Planning Guidance, Quadrennial Defense Review reports, Chairman's Training Guidance and other strategic policy directives and instructions) and to translate them into appropriate DOTMLPF influencing action strategies is required.

6. Knowledge of safety and security regulations, practices, techniques, and procedures.

PART-TIME OR UNPAID EXPERIENCE: Credit will be given for appropriate unpaid and or part-time work. You must clearly identify the duties and responsibilities in each position held and the total number of hours per week.

VOLUNTEER WORK EXPERIENCE: Refers to paid and unpaid experience, including volunteer work done through National Service Programs (i.e., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community; student and social). Volunteer work helps build critical competencies, knowledge and skills that can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.

ADDITIONAL CONDITIONS OF EMPLOYMENT:

• Work performed on a daily basis requires access to classified local and wide area networks. Prior to appointment to this position, the selectee must possess a Top Secret clearance with access to SCI. This position has a recurring requirement for TS/SCI access. Incumbent ensures that procedures for handling classified materials are accurately followed and all security requirements are met.
• This position is designated as a Testing Designated Position (TDP) under the Air Force Civilian Drug Testing Program. As a mandatory requirement for employment, the incumbent is to refrain from the use of illegal drugs and if requested, submit to urinalysis testing. Appointee must sign a statement acknowledging the position occupied as a Testing Designated Position.
