About the Role TSI is hiring an ATAE Analyst to support the Navy's Antiterrorism Afloat Equipage (ATAE) program at Naval Surface Warfare Center Panama City Division (NSWC PCD). This role is also performed under titles like Ballistic Test Engineer, Purchase Description Engineer, or PPE Engineering Agent. NSWC PCD's Extreme Environments Life Support Branch sustains the personal protective and individual protective equipment that keeps sailors safe during shipboard anti‑terrorism and force protection operations, including body armor, ballistic helmets, and boarding/interception gear fielded fleet‑wide. You will serve as the technical bridge between NAVSEA program managers, in‑service engineering agents, and the manufacturers producing this equipment, shaping what the Fleet actually carries. Responsibilities Advise on ATAE non‑destructive testing (NDT), First Article Testing (FAT), and Lot Acceptance Testing (LAT) for compliance with NIJ 0101.07, NIJ 0123.00, MIL‑STD‑3027, and TOP10‑2‑210 Provide Engineering Agent support in accordance with the Anti‑Terrorism Afloat (ATA) Engineering Agent Requirements Document (EARD) Author and revise Purchase Descriptions (PDs), performance specifications, and Use & Care Manuals (UCMs) for fielded ballistic protective equipment Assess PPE/IPE capability gaps, including ballistic plates, helmets, and protective ensembles, and recommend design or sourcing solutions, including quantity and procurement recommendations to support Fleet requirements Support life cycle sustainment, provisioning, and Integrated Logistics Support (ILS) documentation for fielded systems Represent NSWC PCD technical positions in recurring program and DoD‑level working groups and reviews, including inter‑service forums Coordinate with fleet operational commands to address emergent or short‑notice equipment requirements Benchmark against equivalent cross‑service protective equipment programs to inform Navy development Generate technical reports and briefings using Microsoft Word, PowerPoint, Project, and Excel Required Qualifications 6–10 years of related experience in quality engineering, test & evaluation, or acquisition engineering support, ideally within ballistic protection, PPE/IPE, or another DoD hardware sustainment program Working knowledge of ballistic or personal protective equipment test standards (NIJ, MIL‑STD, or equivalent industry test protocols) Demonstrated experience authoring or revising technical specifications, purchase descriptions, or equivalent acquisition documentation Experience supporting or interfacing with government program offices, engineering agents, or acquisition teams Strong technical writing skills and comfort presenting to program‑level stakeholders Proficiency in the Microsoft Office suite (Word, PowerPoint, Excel, Project) for documentation, briefing support, and professional communications Ability to travel periodically in support of testing and fielding activities Preferred Qualifications Bachelor's degree in engineering, quality assurance, or a related technical field Prior experience specifically with Navy or DoD body armor, ballistic protective equipment, or life support systems programs Familiarity with DoD Integrated Logistics Support (ILS) or configuration management practices Security Clearance Required Secret (active preferred; must be able to obtain and maintain eligibility). U.S. citizenship required. Location Hybrid remote, with periodic travel required in support of testing, fielding, and program events. Note to Transitioning Service Members If you supported personal protective equipment, ballistic testing, or acquisition engineering functions in a Navy, Marine Corps, or other DoD program office, this role may be a strong fit. Military experience with body armor, test & evaluation, or equipment fielding is directly applicable.
