Program Analyst

Job DutiesThe following are the duties of this position at the full working level. If this vacancy includes more than one grade and you are selected at a lower grade level, you will have the opportunity to learn to perform these duties and receive training to help you grow in this position.Advises and assists the RPO Division Director/Senior Manager, Director RPO, and Management in resolving critical, sensitive, or confidential matters related to employee relations, i.e., Labor Relations, National Treasury Employees Union (NTEU), or litigation issues. Consults with management and staff within the function and at higher management levels within the Agency on critical employee labor relations issues. Assists RPO Division Director/Senior Manager, Director RPO, and Management with employee evaluations, awards, and other various administrative tasks as a management proxy in a variety of employee personnel system(s).Provides information and support on updates and changes and is responsible for advising management on related issues. Coordinates cross-functional activities within the assigned Division, including developing unit operating plans, Business Plan and Business Review assessments, engagement initiatives and reports. Assists the Office with oversight responsibilities by conducting specific studies and analyses to support operational reviews and measure achievement of goals and performance expectations, execution of plans, accomplishing benchmarks, compliance with directives, and effective utilization of resources. Attends interagency meetings and conferences with external stakeholders and exercises authority to represent and make commitments for the Office on a variety of management issues. Conducts in-depth evaluative analysis of various aspects of assigned program areas in RPO, including policies, program objectives, operations, procedures, and resource use. Initiates, develops, or recommends modifications to procedures, systems, project objectives, and resource utilization to correct/improve existing deficiencies. Coordinates and represents the Office's position on complicated and controversial project issues with all affected parties. Articulates authoritative information and policy areas as needed. Serves as a key point in facilitating the resolution of controversial/sensitive implementation issues through creative methods and techniques. Oversees the preparation of comprehensive reports to keep top-level managers and executives advised of program plans and progress and communicate findings and recommendations.Supports the Office in assessing the impact of new or modified program requirements. Analyzes new or proposed legislation, regulations, or other authoritative guidance to determine the impact on program operations. Prepares long-range forecasts of developments relevant to specific and/or overall program operations. Identifies and analyzes critical problems and issues, the timing and sequence of key program events and milestones, resource utilization and constraints, and coordination of management controls. Identifies resources (e.g., staff, funding, equipment, training, facilities) required to support varying levels of program operations. Identifies trends and anticipates any adverse impact on budget, labor, and/or work plans. Develops innovative solutions, documents findings and conclusions, and makes recommendations. Assists the Office in exercising financial plan management responsibility for the unit. Prepares, maintains, and executes the financial plan involving all categories of expenditures to include risk, travel, training, etc. Reviews, analyzes, makes recommendations, and/or develops contingency plans based on financial analyses and reports. Coordinates, plans, initiates, and completes funding analysis for scheduling and travel requests.
