Senior Technical Advisor

Summary This position is with the U. S. Department of Labor, Occupational Safety and Health Administration (OSHA), within the Directorate of Cooperative and State Programs (DCSP), located in Washington, D.C. This position is at the full performance level. This position is outside the bargaining unit. This position is NOT remote. Selectee will be expected to report to the office listed above. Responsibilities Duties of the Senior Technical Advisor position include, but are not limited to, the following: Providing technical expertise and leadership within the directorate for planning, development, management and evaluation of a wide range of administrative and management initiatives and functions. Designing and developing transformational, cutting-edge initiatives aligned with OSHA and DCSP policies and external stakeholder needs. Developing evaluation reports, proposed policy changes, and recommended courses of action that often have agency and nation-wide impact and significance. Establishing and maintaining guidance and cooperative assistance with OSHA's external stakeholders (State Plans, alliances, partnerships, international partners). Conducting extensive fact-finding and project planning for major studies and nationwide program initiatives. Developing evaluation reports, proposed changes, and recommended courses of action that often have agency and nation-wide impact and significance. Requirements Conditions of Employment Qualifications Specialized Experience is the experience that equipped the applicant with the particular knowledge, skills, and abilities (KSA's) to perform the duties of the position successfully, and that is typically in or related to the position to be filled. To be creditable, specialized experience must have been equivalent to at least the next lower grade level. Applicants must have 52 weeks of specialized experience equivalent to at least the next lower grade level, GS-14, in the Federal Service. Qualifying specialized experience for the GS-15 includes: Applying knowledge of the federal regulatory process, including safety and occupational health laws and regulations, to develop policies and other program documents. Assisting in the technical development/review of existing and new directives, grant and cooperative agreements, standards, or other guidance documents. Providing technical leadership for planning, development, management and/or evaluation of a wide range of administrative and management initiatives and functions.
