WEST MONT JOB DESCRIPTIONJOB TITLE: Program ManagerHOURS/WEEK: 40 hr per weekDEPARTMENT: OperationsIMMEDIATE SUPERVISOR: Program CoordinatorWORK SCHEDULE (HOURS): Hours and days may vary; typically hours are 8AM to 4PM but there will be a requirement to work different shifts and work areas to complete job functions.FLSA: NonexemptRevised date: 11/17/2022JOB SUMMARY:Responsible for all aspects of assigned residential or vocational program including health, safety, cleanliness, and comfort of the clients, their treatment and staff training, the condition of the work site, and supervising work site staff (DSP, DSP2, Assistant Program Manager, and/or DSP Manager). Provides and maintains a safe, clean, and comfortable environment for clients while following the organization’s policies and procedures, this includes compliance with licensing and all regulatory oversites. Provides clients with assistance and supervision needed to perform daily living tasks, and/or vocational skills. Serves as a role model for staff, ensures compliance with the organization’s policies, procedures, and contractual obligations for the program. Ensure a positive environment for staff and clients. Provides primary coordination and monitoring of the delivery of client health and medical services; creates, maintains, and ensures a system for delivery of medication administration and treatments prescribed by a physician. Ensures compliance with all medical related policies and treatment processes.REPORTING RELATIONSHIP:The Program Manager is directly responsible to the Program Coordinator and will have a close working relationship with all West Mont staff.Essential Functions:Residential and/or Vocational Oversite, Support, and Quality Assurance 70%Work in coordination with the Program Coordinator to provide support to their respected residential and/or vocational site.Observes, reports, and documents client physical conditions, daily activities, and behaviors.Participates in the development, implementation, and reporting of annual and special Personal Support Plans (PSP), completion of assessments, skill training strategies, behavior support, protocols and actions for clients.Supervises all staff in their assigned location including new hire paperwork, training, development, assigning of work, monitoring, and evaluating their work performance, and conducting corrective action in coordination with the Human Resource Department when necessary.Ensure compliance with licensing and all regulatory oversites; this includes Federal, State, and Local statutes and regulations.Ensure timely completion and submission of required reports and follow up information.Review purchases for areas of supervision.At a minimum, 20 hours a week of direct client support.Assist in the hiring of residential and/or vocational staff under their supervision.Coordinate and assist with the entrance and exit of clients in areas of supervision, this includes the of the transition of clients from current West Mont residential or vocational site to alternate location in the West Mont organization.Provide recommendations and facilitate client movement as needed.Provide feedback to Program Coordinators for areas of improvement or modification in assigned areas.Review schedules and assure appropriate staff coverage in assigned area as well as providing support to other areas as available.Ensure compliance with West Mont policies and procedures.In conjunction with Program Coordinators and the Human Resource Department, ensure the disciplinary process is handled professionally and in a timely fashion.Maintains all program policies to make sure we follow health and safety regulations as well as Administrative Rule.Training 15%Conduct area specific training on a regular basis for West Mont as the subject matter expert.Report monthly on-site training to the Training and Quality Assurance Coordinator.Arrange for staff to attend all training as assigned.Budgetary oversite of individual Group Home, Vocational Services, and/or apartment 5%Maintain fiscal responsibilities established by Residential Director; this includes but is not limited to, staffing levels in collaboration with client cost plans.Recommends changes to client cost plans as client services or needs change.Investigation/Incident Management 5%Ensures all incidents are reported to the designated persons in the defined time frames.Attend incident Management meetings as assigned by the Program Coordinators.Duties as Assigned 5%Perform duties and manage special projects and/or assignments designated by the West Mont Program Coordinator.MAJOR DUTIES AND RESPONSIBILITIES INCLUDE, BUT NOT LIMITED TO THE FOLLOWING:Support the West Mont Mission, Vision and Core Values.Provides hiring and disciplinary recommendations for staff, completes evaluations, and submits input to Program Coordinators for review as needed.Ensures the completion of all recommendations resulting from review of incidents and/or investigations.Reviews and approves client purchase requests under the designated dollar amount. Submits maintenance, repair orders and other purchases to the Program Coordinator.Ensures active efforts are made to reach development goals for their assigned area(s). Recommend changes to goals as necessitated by the agency, community, or client needs.Complies with all Quality Assurance projects that are developed by the Program Coordinators and/or Training and Quality Assurance Coordinator.Reviews schedules as needed to ensure all areas of supervision are maintaining the appropriate staff to client ratio.Maintains all program policies to make sure we follow health and safety regulations as well as Administrative Rule.Maintain confidentiality of all West Mont transactions.Maintain confidentiality of all pertinent client care information to assure client rights are protected.Perform other related duties and responsibilities that may become necessary or as directed.REQUIRED QUALIFICATIONS:3 years of experience as DSP or CNA; related experience may substitute3 years of experience as APM, DSPM, or other related management experienceThorough knowledge of the disabilities program in Montana. This includes administrative rule and changes in policy due to legislation.Successful completion of Annual Training, CPR & First Aid, CDS, Mandt, and Medication Certification. (Within 6 months from an outside organization)Associate degree in Human Services, Psychology, Behavioral Sciences, or other human services degree may substitute for 2 years required experience and 2 years of management experienceComputer skills a necessity.KNOWLEDGE, SKILLS AND ABILITIES REQUIRED:Thorough knowledge of the disabilities program in Montana. This includes Administrative rule and changes in policy due to legislation.Strong mentoring, coaching experience to a team with diverse levels of expertise.Must be able to operate general office equipment independently.Demonstratable analytical thinking & business insight.Ability to read and correctly apply written instructions. Must be able to communicate clearly and effectively verbally and in writing.Attention to details required for proper processing of job functions. Flexibility required to prioritize multiple tasks and follow through to completion in a busy environment. Works with repeated interruptions.Must have strong work ethic and be detail oriented, professional attitude, and reliable.Ability to work independently and with a team in a fast paced and high-volume environment with emphasis on accuracy and timeliness.Basic computer skills including the ability to utilize current word processing and spreadsheet software.WORK ENVIRONMENT AND PHYSICAL EFFORT:The noise level in the work environment is usually moderate but may be high at time.Requires full range of body motion, including handling and maneuvering clients, moving them horizontally on even or uneven terrain, or moving from lower to higher positions and vice versa to physically lift, and assist clients in and out of vehicles, tubs, chairs, houses, etc., responding to aggressive or seizure behavior, protecting the client from injury to self or others by quick response.Requires frequent standing, bending, sitting, and walking, both individually, and providing similar directions to clients who may be willing or unwilling to comply.Frequently lifts and carries items from normal household supply weight (10-50 pounds) to full control of another individual weighing over 100 pounds.May be in frequent contact with bodily fluids, hazardous chemicals, unpleasant environments, odors, or tasks and may be exposed to infectious illnesses.
