Supervising Investigator - PDD Central Region

MINIMUM ENTRANCE REQUIREMENTS A Bachelor's degree and at least three years of experience as a criminal investigator or criminal defense attorney, preferably involving defense services to indigent defendants; or an equivalent combination of education, training, experience, and skills. Insured, reliable, and available transportation and a valid Massachusetts driver’s license. Access to home internet sufficient to work remotely. QUALIFICATIONS & SKILLS (Preferred) A demonstrated commitment to anti‑racism and reducing racial and ethnic disparities in the criminal legal system. A commitment to zealous advocacy and community‑oriented defense, and the ability to promote excellent representation by staff. Proficiency with Microsoft Office, internet databases, social media, online searches, surveillance technology, imaging, and audio/video equipment. Knowledge of criminal investigations, including gathering, preserving, and presenting evidence, basic identification techniques, and demonstrative evidence creation. Strong leadership, analytical, and interpersonal skills. Strong written and oral advocacy abilities, including negotiation and decision‑making skills. Ability to work independently and as part of a team. Ability to develop, support, and mentor staff. Experience working successfully with courts and other criminal legal personnel. Knowledge of criminal law, courtroom procedures, interviewing and interrogation techniques, and forensic science. Flexibility to work outside regular business hours, including nights and weekends if required. Bilingual language skills preferred. RESPONSIBILITIES Supervise, hire, and train staff investigators in the assigned region. Ensure investigators maintain appropriate caseloads and quality investigations. Maintain statistics on investigator caseloads. Provide in‑field supervision, including accompanying supervisees on witness interviews, crime‑scene examinations, jail visits, and court appearances. Review investigators’ report writing. Attend regular one‑on‑one and group meetings to ensure quality investigations. Work with Attorneys‑in‑Charge to assign cases to investigators. Collaborate with Attorneys‑in‑Charge on annual performance evaluations. Assist in recruiting and hiring investigators to ensure quality and diversity of staff. Work with the Director of Investigations, PDD Leadership Team, and Training Unit for investigator training. Meet regularly with the Director of Investigations and other Supervising Investigators to review compliance and discuss regional and statewide issues. Maintain personal contact with agencies (police, hospitals, courts, etc.) to facilitate investigators’ access to witnesses and records. Develop familiarity with Massachusetts criminal laws and rules of criminal procedure. Perform any other duties as assigned. INVESTIGATION DUTIES Maintain a reduced caseload of cases to be directly worked on and provide backup coverage for investigators. Locate and interview cooperative and, at times, uncooperative witnesses, alleged victims, and clients. Investigate crime scenes, including measuring, diagramming, and photographing. Prepare and present oral and/or written reports based on interviews and other information. Conduct surveillance. Utilize online databases, the Registry of Motor Vehicles, public records, and social networking sites for research. Keep accurate records of all investigation phases and be accountable for all aspects of the investigation. Testify in court as needed, preparing exhibits for trials and hearings. Serve summonses on witnesses and document recordkeepers. Arrange timely appearance of witnesses at court, including providing transportation when necessary. Work independently and outside normal business hours as required. Perform any other duties carried out by CPCS staff investigators.
