Shift: Tuesday - Saturday 3pm to 11pm

Regular Days Off: Sunday and Monday

Supervision Received: Receives direct supervision from the Associate Director (Captain) of Public Safety. Functions within the broad scope of Public Safety and University policies and goals.

Supervision Exercised: The Lieutenant directly supervises three to six full-time classified employees and directly supervises five to ten student staff on the shift.

Salary: $82,000-$84,000 Annually (salary commensurate with education and experience)

Working Conditions: Duties involve standing or walking for significant portions of the day.

General Statement of Duties

Under the direction of the Associate Director of Public Safety, the Lieutenant is responsible for administrative and patrol functions of the department. During the assigned shift, the Lieutenant assumes the responsibility of the Department of Public Safety in the absence of the Executive Director (Chief) and Associate Director.

Duties and Responsibilities
  • Assists the Executive Director and Associate Director with the administration and management of the department and assumes responsibility for the Department of Public Safety in the absence of the Executive Director or Associate Director on an assigned shift.
  • Represents the department at meetings and on University committees; serves as liaison to other University departments.
  • Performs duties of a police officer as necessary and appropriate, including testifying at court or judicial affairs.
  • Is responsible for assuring that crime scene processing equipment is available and replenished if necessary.
  • Responsible for the operation of the Accreditation program. This includes making sure the department is meeting current standards according to the Commission, developing policy recommendations to the Chief and ensuring the department is ready for the Accreditation audit that occurs every three years.
  • Commands the second shift. Responsible for the direction and supervision of personnel to assure proper performance of duties and adherence to established rules, regulations, policies and procedures such as roll-call, staff inspections and departmental orders.
  • Organizes and assigns duties to ensure appropriate coverage of departmental operational functions and activities on assigned shifts.
  • Maintains discipline and morale.
  • Investigates personnel complaints as required; maintains current knowledge and application of all provisions of the union agreement.
  • Keeps abreast of the law and all applicable changes in departmental rules, local, state and federal laws and regulations that affect police operations and the civil rights of the public.
  • Implements, administers and evaluates all approved practices, including checking equipment and facility for operational effectiveness on the assigned shift.
  • Oversees investigations of all crime on campus during their shift or when assigned from another shift and takes all necessary actions as appropriate.
  • Provides community education in crime prevention and safety practices.
  • Maintains an effective working relationship with other law enforcement agencies as well as Residence Directors on campus.
  • Maintains departmental records as assigned (traffic, criminal, lost and found, overtime).
  • Assists with police and ISO recruitment to assure compliance with procedures and to establish pools of qualified applicants.
  • Reviews and approves officer's reports and checks the daily log.
  • Understands, is committed to, and implements University and departmental affirmative action and non-discriminatory regulations, policies, and principles as appropriate.
  • Responsible for the Student Security Unit. This includes the hiring and supervision of Unit members, disciplining of Unit members. The Lieutenant is also responsible for assisting the Chief in the development and implementation of policies for the Unit.
  • Implements special projects as assigned by the Executive Director.
  • Testifies at Court and Student Conduct Proceedings as needed.
Requirements

Qualifications:

  • At least three years full-time experience on a campus law enforcement department or other equivalent police force.
  • A bachelor's degree in criminal justice or related field from a four-year institution.
  • Thorough knowledge and understanding of state law, rules, regulations and ability to interpret new laws, rules and regulations correctly and accurately is required.
  • Appointees must be eligible for appointment as a Special State Police Officer under Chapter 22Css 63 of the Massachusetts General Laws.
  • Possession of a current motor vehicle operator's license is required.
  • Ability to gain and maintain MA POST certification.
  • Ability to gain and maintain MA MPTC qualifications.
  • Ability to obtain and maintain a MA License to Carry (LTC) a firearm.

Salary: Salaries for current Westfield State University employees and individuals currently working for the state of Massachusetts must be calculated individually in accordance with collective bargaining agreements as well as state policies. State job specifications may be found on the Department of Higher Education's webpage.
