The successful incumbent for this position will be hired within an annualized salary range of $115,158 - $141,823, depending on qualifications for the position. The maximum in this pay scale is $168,488. Pay above the midpoint to the maximum is typically reserved for employees with sustained performance and established longevity in the position at Douglas PUD.


Position Summary:

Under the general direction of the Distribution Engineering Supervisor, the Transmission and Distribution Project Manager manages and coordinates large electrical transmission and distribution projects for Douglas County PUD. This position is responsible for overseeing projects throughout the project lifecycle, including project planning, coordination, scheduling, budgeting, contractor oversight, and successful project execution. This position exercises independent judgement and works under a moderate level of supervision.

This position is subject to a one-year probationary period.

Essential Functions:
  • Manage assigned transmission and distribution projects throughout the project lifecycle and ensure successful execution and completion of projects.
  • Coordinate with internal staff, contractors, consultants, and external agencies to support transmission and distribution construction and improvement projects.
  • Develop project work plans, schedules, cost estimates, and budgets for assigned transmission and distribution projects.
  • Support field construction activities and perform site visits to monitor project progress and compliance with project requirements.
  • Assist with outage coordination and operational planning associated with transmission and distribution work.
  • Maintain project documentation and related project tracking information.
  • Assist in developing long range proposals and plans for new transmission projects.
  • Write distribution switch orders as assigned.
  • Stay up to date on innovative technologies and identify opportunities that may benefit the District.
  • Support the District's mission and value statements in the performance of job duties.
  • Work respectfully and cooperatively with diverse groups of people and maintain professional interactions at all times in the workplace.
  • Ensure compliance with all District policies.
  • Adhere to the District's Safety Policy and Procedures.
  • Operate District vehicles that may be equipped with a GPS device that monitors vehicle location while conducting business on behalf of the District.
  • Other duties as assigned.
Due to the nature and scope of the essential functions, the importance of personal interactions between this position, employees, customers, and other members of the public, and the availability of job-related tools, equipment and resources at work, performance of the essential functions requires regular, consistent, on-site attendance while working independently and with others.

This position is designated as safety sensitive.

Required Knowledge/Skills/Abilities:
  • Knowledge of electrical transmission and distribution systems, utility construction practices, and utility operations.
  • Knowledge of project management principles including budgeting, scheduling, coordination, and contractor management.
  • Thorough knowledge of applicable laws, codes, standards, and safety practices relating to electricity utility work.
  • Ability to prioritize effectively while managing multiple projects.
  • Ability to read and interpret construction drawings, specifications, and technical documents.
  • Knowledgeable in District operations.
  • Working knowledge of GIS and AutoCAD is desirable.
  • An ability to display sound judgement, competence, and accuracy in all facets of work.
  • Ability to communicate effectively, both verbally and in written form.
  • Proficiency in Microsoft Office application products.

Education and Experience:

Associate degree, technical training, apprenticeship training, or equivalent experience in electrical utility operations, construction management, project management, engineering technology, or a related field is preferred. Typically requires at least 5 years of progressively responsible experience related to electrical transmission and distribution systems, utility construction, utility operations, project coordination, or project management. Experience managing utility infrastructure or capital projects is preferred.

Experience with utility switching procedures, outage coordination, or transmission and distribution operations is desirable.

Certifications:

A valid driver's license and proof of good driving record is required for this position (will be verified upon job offer). Out-of-state candidates must acquire a Washington State driver's license within 30 days of employment.

Physical Requirements:

While performing the duties of this job, the employee is frequently required to stand, walk; sit; use hands to finger, handle, or feel; reach with hands and arms; climb or balance; stoop, kneel, crouch, crawl or twist torso; pull, push, or exert force; perform repetitive hand or arm motion; talk or hear. Work is performed primarily in an office environment, but the employee may occasionally perform fieldwork and site inspections. The noise level is usually moderate.

Pay Range: $115,158 - $141,823 per year
