Position Grade: 36T Department: Communications Division Job Type: Permanent Per Performance (Part-time) Examination Number: EX1494 Location: 4971 Oakland Ave. – St. Louis, MO Incumbents provide talent production assistance in the development and production of studio/remote programming projects and television production equipment for the local government access channel. Responsibilities include identifying potential interviewees, briefing and preparing questions, and conducting live and recorded interviews on camera; writing production scripts; researching background information; logging tapes; reading time code to prepare for programs; making public appearances for talent; and recording voice‑over narration. Essential Functions and Responsibilities Videotapes various events, meetings, and conferences. Performs pre‑production activities; writes or assists in writing program scripts; formats materials for programming; prepares graphics and storyboards. Sets up various video equipment for on‑location and studio programs. Functions as a member of the production team during productions; operates cameras, audio board, teleprompter, or other video equipment; directs productions. Reviews programs and operates production equipment to edit audio and video, makes dubs, generates graphics, and produces the edited program. Plays back programs on cable channels. Logs tapes. May provide guidance and instruction to production interns. Knowledge, Skills, and Abilities Data Utilization: Ability to perform basic level of data analysis, including reviewing, classifying, categorizing, prioritizing, and referencing data, statutes, guidelines, and related materials. Ability to determine and reference such standards to recognize interactive effects and relationships. Human Interaction: Ability to provide guidance, assistance, and interpretation to coworkers, guests on shows, other city employees, and the public on application of policies, procedures, and standards. Equipment, Machinery, Tools and Materials Use: Ability to operate, calibrate, tune, sync, and perform complex rapid adjustments on equipment such as a video camera, video computer, editor, switcher, and production vehicles. Verbal Aptitude: Ability to utilize a wide variety of reference and descriptive data and information such as regulations, production forms, scripts, voice‑overs, show formats, correspondence, and general operating manuals. Mathematical Aptitude: Ability to perform addition, subtraction, multiplication, and division. Functional Reasoning: Ability to apply principles of rational systems, interpret instructions in written, oral, diagrammatic or schedule form, and exercise independent judgment to adopt or modify methods and standards to meet variations in assigned objectives. Situational Reasoning: Ability to exercise judgment, decisiveness, and creativity in situations involving evaluation of information against sensory, judgmental, or subjective criteria rather than quantifiable criteria. Environmental Factors: Tasks may involve exposure to adverse environmental conditions, such as heat, bright lights, and electrical currents. Physical Requirements: Tasks require ability to regularly perform moderately physically demanding work involving lifting, carrying, pushing, pulling of moderately light objects up to 20 pounds, stooping, kneeling, crouching, crawling, balancing, bending, and climbing to perform camera operation, lighting, cable running, and equipment moving. Sensory Requirements: Ability to recognize and identify degrees of similarity or difference in colors, shapes, sounds, textures associated with task‑related objects and materials, such as setting camera color, editing video and audio, and camera operation. Qualifications Associate’s degree in Communications or related field plus one year of full‑time paid video/TV production experience (operation of cameras, editing equipment, on‑camera performance, script writing, narration, or related production work). OR an equivalent combination of education, training and experience. Must possess and maintain a valid driver's license while employed by the City of St. Louis. Veteran's Preference To be eligible for veteran's preference points, the applicant must submit a copy of their DD 214 Certificate of Release or Discharge from Active Duty with the Employment Application or upon request. City Residence Preference City residents who pass an examination for a position in the classified service and do not receive any other preference will receive a five point preference on a scale of 100 points. An additional one point will be added to the passing score of city residents who receive any other preference. City residents must have resided in the City for at least one year at the time of filing the application to be eligible for the preference points.
