Position Summary CLJ Consulting and Contracting LLC is seeking highly motivated and detail-oriented Grants Lifecycle Specialists to support the U.S. Department of Labor Employment and Training Administration (ETA), Office of Grants Management (OGM). This is an exciting opportunity to support nationally significant workforce development, economic mobility, and employment initiatives through the administration of federal grant programs. The Grants Lifecycle Specialist plays a critical role in supporting all phases of the federal grants process, including pre-award, award, post-award administration, financial and data analysis, audit resolution, and grant closeout activities. Successful candidates will work alongside federal program officials and grants management professionals to ensure compliance with federal regulations, data integrity, accountability, and timely delivery of grants management services. Key Responsibilities Pre-Award Support Conduct preliminary reviews and screening of grant applications and supporting documentation. Coordinate and support grant review panels, presentations, evaluations, and deliberations. Review, enter, validate, and maintain grant data within GrantSolutions and other federal grants systems. Prepare applicant correspondence, notifications, and evaluative feedback. Assist with application tracking, data validation, and reporting activities. Award Administration Review grant applications and supporting documentation for completeness and compliance. Process revisions and coordinate communications with applicants and stakeholders. Create recipient and grant numbers and maintain grant records. Prepare, upload, route, and track grant award packages through review and approval processes. Ensure completeness and accuracy of award documentation and supporting records. Post-Award Management Review and analyze grant budgets, Statements of Work (SOWs), and grant modifications. Identify discrepancies, compliance concerns, and questionable cost elements. Prepare and process grant modifications and related documentation. Support ongoing grant administration and monitoring activities. Maintain accurate grant files and supporting documentation. Financial Analysis, Reporting, and Data Validation Perform financial and data validation activities. Support USASpending reporting and transparency initiatives. Develop ad hoc reports, data analyses, metrics, and management reports. Review and reconcile grant-related financial information. Assist with identifying and resolving data discrepancies. Audit Resolution Support Review audit reports, monitoring findings, and supporting documentation. Support preparation of audit resolutions, determinations, decisions, and recommendations. Maintain complete and accurate audit case files. Track audit-related actions and required corrective measures. Assist with informal resolution and follow-up activities. Grant Closeout Activities Prepare and distribute grant closeout packages. Communicate with grantees and stakeholders regarding closeout requirements and deadlines. Perform financial reconciliations and verify expenditures. Prepare settlement notices, certifications, and closeout documentation. Coordinate property certifications and closeout-related reporting activities. Assist with resolution of outstanding closeout actions and non-responsive grantee issues. Records Management and Compliance Maintain complete, accurate, and auditable records. Handle Personally Identifiable Information (PII) and Confidential Business Information (CBI) in accordance with federal requirements. Ensure compliance with applicable federal regulations, policies, standard operating procedures, and grants management guidance. Meet established Government performance standards, deadlines, and quality requirements. Special Projects Prepare reports, briefings, analyses, and executive-level correspondence. Conduct research and analysis to support management decision-making. Support special initiatives and priority assignments as directed. Work independently while effectively collaborating with Government and contractor team members. Minimum Qualifications Bachelor’s degree from an accredited college or university Four years of relevant experience Proficiency in Microsoft Word, Excel, and Adobe Acrobat Strong written and verbal communication skills Strong attention to detail and accuracy Ability to manage multiple priorities and deadlines Ability to work independently with limited guidance Ability to handle sensitive and confidential information Preferred Qualifications Experience supporting federal grants administration or grants management operations. Experience with GrantSolutions or similar federal grants management systems. Experience supporting pre-awards, awards, post-awards, audit resolution, or grant closeout activities. Knowledge of federal financial assistance regulations and grants management practices. Experience reviewing grant budgets, financial reports, or funding actions. Experience conducting data validation, quality assurance, and reporting activities. Experience supporting USASpending reporting requirements. Experience preparing grant modifications, award packages, or closeout documentation. Experience supporting Department of Labor, Department of Education, HHS, HUD, USDA, DOJ, or other federal grant-making agencies.
