OVERVIEW Assignment This full-time contract Archaeologist assignment will function as a Cultural Resource Specialist, providing professional support and assistance to the Historic Preservation (EH) organization at the company. This assignment will support company's Federal Columbia River Power System (FCRPS) Cultural Resource Program, which requires substantial coordination between the company and partner agencies (the US Army Corps of Engineers [USACE] and the Bureau of Reclamation [Reclamation]) to address cultural resources compliance pursuant to Section 106 of the National Historic Preservation Act (NHPA), including attendance at and coordination of at least 16 meetings per year between the company, USACE, Reclamation, tribes, state historic preservation offices, and land managing agencies. The primary purpose of this assignment is to provide professional knowledge in the inventory, evaluation, protection and management of prehistoric and historic resources. This assignment will require the ability to balance and prioritize multiple assigned projects and interact with a wide variety of the company internal personnel and management, as well as federal, state, and tribal officials and other interested parties. Organization The EH organization obtains information on cultural/historic/archeological resources that may be affected by the company and partner agencies' (Reclamation and USACE) ongoing operations of the Federal Columbia River Power System (FCRPS), Company's ongoing transmission line maintenance, and Company's fish and wildlife habitat restoration program. The company utilizes a variety of systems to record, maintain and track information for analyses, consultations and reporting in accordance with federal and state laws. This is a semi-active position as travel to meetings and site visits are balanced by a collaborative office environment. ASSIGNMENT RESPONSIBILITIES Note: All official drafts, documents and recommendations, as listed below, must be reviewed, finalized and approved / accepted by appropriate manager or other federal personnel with the authority to do so. With oversight and approval from the manager: Draft and recommend plans for cultural resource fieldwork, including pedestrian survey, subsurface testing, and site monitoring. When requested, review background research, field inventories (including subsurface testing) and resulting reports and other project deliverables that, depending on nature/type of project, meet the requirements of various state historic preservation offices, tribal historic preservations offices and other consulting parties. Assist in tracking, prioritizing, and monitoring numerous projects/tasks simultaneously; track / monitor program and/or project expenditures, alerting appropriate manager and/or COR of potential issues / concerns. Evaluate cultural resources for eligibility for inclusion in the National Register of Historic Places in accordance with regulations implementing the National Historic Preservations Act (NHPA); including drafting supporting documentation for consultation with state and tribal historic preservation offices and other interested parties. Facilitate/coordinate/attend off-site meetings in the company's service territory including: preparing and distributing agendas, taking and distributing meeting notes, facilitating hybrid meetings, preparing, compiling, copying, etc. meeting materials, and coordinating with program participants who may represent other federal and state agencies and tribes. Many meetings require multiple day travel. Participate as a team member in preparing National Environmental Policy Act (NEPA) and NHPA documents (i.e., drafting or reviewing relevant reports, forms, meeting notes, and sections of documents), detecting/identifying special cultural resource considerations and potential associated impacts. Draft, edit, and review contract statements of work (SOWs) and the associated deliverables for review and acceptance by the manager, Project Manager(s) and/or Contracting Officer's Representative (CORs). Communicate with internal and external parties regarding the FCRPS Cultural Resource Program project status, with the management review. Note: All formal communications must be aligned with and complimentary to other company and DOE public policy statements, programs, and direction and reviewed by Federal personnel. Maintain, process, disperse / destroy electronic and hard copy records (compliance reports, site records, spatial data, etc.), files and filing systems in accordance with federal compliance guidelines, records schedules, and the Information Governance & Lifecycle Management (IGLM) standards and procedures. May prepare and review cultural resource management plans and project plans, recommending specific actions needed for long term cultural resource protection, including priorities, costs and schedules for the management review. Provide expertise and recommendations on the compliance of various proposed undertakings with federal cultural resources laws, their associated regulations, utility and federal policies and guidelines, including Department of Energy (DOE) tribal policies and guidance. REQUIREMENTS Education & Corresponding Experience Master's degree in Archaeology, Anthropology or directly related field is preferred. Bachelor of Arts or Science in Archaeology, Anthropology or directly related field is required. With an applicable bachelor's or master's degree, 5 years' professional work experience or equivalent specialized training in archaeological research, administration or management is required. Required Technical Skills & Experience 6 months of supervised field and analytic experience in the company service territory (Washington, Oregon, Idaho, Montana, California, Nevada, Wyoming). Working knowledge of the National Historic Preservation Act (NHPA); demonstrated experience with and/or knowledge of Section 106 of the NHPA. Extensive experience in conducting archaeological field inventories and producing written technical reports.
