Environmental Scientist – Wastewater/NPDES Executes day-to-day environmental compliance support with a primary focus on Clean Water Act and NPDES program requirements. Performs inspections, sampling coordination, data management, and report development to support Government wastewater and stormwater compliance obligations. Compensation & Benefits Estimated Starting Salary Range for Environmental Scientist – Wastewater/NPDES: Pay commensurate with experience. Responsibilities Support the NPDES program through compliance audits, field inspections, and documentation of findings and corrective actions. Coordinate and conduct sampling and associated lab analyses in accordance with an approved QAPP (approved by the Contractor QAM and accepted by the NSWC Crane EP QAM), applicable IEPD (NAVFAC Midlant Crane or NSWC Crane), and applicable Environmental Media Manager. Implement permit monitoring requirements for 19 outfalls (13 direct outfalls and 6 internal outfalls), including weekly, monthly, semi-annual, and annual sampling for required parameters. Enter all sampling results into the IDEM NetDMR system and other federal/state required electronic portals, ensuring accuracy, completeness, and on-time submittals. Perform wastewater discharge management activities, including tracking discharge conditions and supporting operational compliance with permit limits and requirements. Draft technical input for Government NPDES permit applications, modifications, renewals, variance requests, and regulatory notifications (including Crane NPDES, LGTF NPDES, and other Clean Water Act permit actions). Compile complete permit application packages, ensuring all required forms, plans, and specifications are included; develop permit timelines from application submittal through completion of permit conditions, as requested. Draft technical input for Government regulatory reports, Environmental Plans, directives, and SOPs; maintain and manage NPDES program data to support trend analysis and compliance reporting. Draft technical input for construction permits supporting new sewer lines and wastewater treatment facilities. Obtain Class B Industrial Wastewater Discharge Certificates at Government request. Conduct annual reviews of industrial pretreatment SOPs and applicable Government wastewater/NPDES directives and procedures; recommend updates to improve compliance and execution. Develop site‑specific water quality criteria in support of NPDES permit requirements. Provide operator consultation support to the Waste Water Treatment Plant on an as‑needed basis. Monitor sedimentation ponds serving the Demolition Range; when discharge is required, perform discharge actions and adjust water conditions as needed to meet NPDES permit requirements. Performs other job‑related duties as assigned. Experience, Education, Skills, Abilities Bachelor's degree in Environmental Science, Environmental Engineering, Chemistry, Biology, or a related field. 0‑3 years of relevant experience supporting environmental compliance programs, with emphasis on water/wastewater, Clean Water Act, and/or NPDES permit compliance. Experience with environmental sampling programs, data validation/quality requirements, and electronic reporting systems (e.g., NetDMR). Strong technical writing skills for permits, plans, SOPs, and regulatory reports. Experience supporting industrial pretreatment programs and wastewater treatment operations. Familiarity with QAPP‑governed sampling programs and field compliance inspections. Experience developing permit application packages and managing recurring compliance monitoring schedules. Must pass pre‑employment qualifications of Cherokee Federal.
