Recruiter & Onboarding Specialist

Position Type: Direct Hire Position

Location: Westminster, MD - Onsite Position

Pay: $65,000/Year - $75,000/Year - Depending on Experience

Job Summary:

The Talent Acquisition & Onboarding Specialist manages recruitment and the new-hire process to support the Company's growth. This position builds candidate pipelines beyond staffing agencies, coordinates hiring with managers, and ensures employees are prepared for their first day and correctly entered in required systems.

JOB DESCRIPTION

Manage full-cycle recruiting, pre-employment coordination, orientation, and new-hire records for production, technical, and professional positions. Serve as the primary HR contact for candidates and new employees through onboarding.

KEY REPONSIBILITIES

• Partner with hiring managers to define position requirements, recruiting priorities, and interview schedules.
• Create and maintain job postings and source candidates through Indeed, direct outreach, employee referrals, job fairs, schools, and staffing agencies as appropriate.
• Screen applicants, coordinate structured interviews, communicate with candidates and agencies, and track hiring feedback and next steps.
• Maintain a recruiting pipeline and report on vacancies, hiring progress, source effectiveness, and upcoming staffing needs associated with the building expansion.
• Coordinate approved offers, background screening, drug screening when applicable, and verification of position-specific eligibility requirements in accordance with Company procedures and applicable law.
• Coordinate pre-start tasks, including HR forms, ADP Workforce Now setup, new-hire reporting, system access requests, and required employee-list updates.
• Enter and verify new-hire information in applicable benefits enrollment portals; coordinate with the Payroll & Benefits Specialist to confirm benefit eligibility, effective dates, and deductions.
• Conduct new-hire orientation, explain Company policies and available benefits, and track required acknowledgments and training.
• Maintain complete and confidential applicant and new-hire records and follow up with managers and new employees during the initial onboarding period.
• Builds positive, trusting relationships with employees, candidates, managers, and visitors; approaches questions and concerns with warmth, patience, and professionalism.
• Provide scheduled backup coverage for HR inquiries and other department needs; perform other related duties as assigned.

Knowledge, Skills and Abilities (KSA’s)

• Experience managing recruiting and onboarding, including high-volume or manufacturing hiring; government-contractor experience preferred.
• Working knowledge of fair hiring practices, documentation requirements, and confidential handling of applicant and employee information.
• Ability to build direct recruiting channels and manage staffing-agency relationships effectively.
• Strong organization, follow-through, candidate communication, and ability to manage multiple open positions at once.
• Proficiency with applicant tracking or recruiting tools, ADP Workforce Now or a comparable HRIS, and Word, Excel, and PowerPoint.
• Strong presentation skills and ability to conduct engaging, consistent new-hire orientations.

QUALIFICATIONS

• U.S. Citizenship required for this position due to applicable government contract requirements.
• High school diploma or equivalent required; associate’s or bachelor’s degree in Human Resources, Business, or a related field preferred.
• At least 3 years of recruiting and onboarding experience, including managing multiple openings at once.
• Experience independently sourcing candidates through job boards, referrals, outreach, or hiring events.
• Experience conducting new-hire orientation and completing new-hire records and HRIS setup.
• Demonstrated experience creating or improving SOPs, checklists, trackers, or other repeatable hiring and onboarding processes.
• Experience recruiting for manufacturing, skilled trades, technical, or government-contractor positions preferred.
• ADP Workforce Now experience preferred.
