PLEASE NOTE: The starting salary placement depends on qualifications and experience and is anticipated to be in the range of $81.21 per hour to $109.57 per hour.

About the Position
PLEASE NOTE: This is an hourly, non-exempt position.
The Physician is a non-exempt, hourly, non-benefitted member of Student Health & Counseling Services (SHCS) and plays an integral role in supporting the departments daily operations and clinical services. Primary responsibilities include providing medical diagnosis and treatment, supporting the operational needs of SHCS, and participating in practitioner peer review, staff education, and administrative meetings as needed. The Physician also contributes to SHCSs ongoing efforts related to re-accreditation, HIPAA compliance, health education, and teaching activities.
This position involves regular exposure to blood, blood products, bodily fluids, and communicable diseases, as well as occasional contact with physical and chemical hazardous materials such as liquid nitrogen and trichloroacetic acid (TCA). Routine exposure to needles and other sharp instruments is expected. The incumbent must also be able to respond to on-campus medical emergencies, which may require walking outdoors while carrying medical equipment and/or driving a minivan.
The incumbent must comply with all applicable local and state laws governing CSU practices, perform within the full scope of their medical specialty, and adhere to all rules, regulations, policies, and procedures established by their respective department(s).
Responsibilities
Treatment
- Provide a full range of outpatient medical care to CSUEB students, including basic health care and some augmented health services.
- Examine, diagnose and treat general medical problems.
- Evaluate complex medical problems, order special tests as indicated; carry out special examinations based on training.
- Interpret laboratory results, electrocardiograms and initial x-ray results.
- Provide primary medicine consultation to nurses, and other ancillary staff, if requested.
- Provide consultation as needed in such areas as preventive medicine, health education, environmental health and safety and emergency preparedness.
- Refer patients to in-house, community consultants and other medical facilities for medical problems beyond the scope of services of the SHCS and provide appropriate follow-up care.
- Collaborate with management on how to best meet the health care needs of the CSUEB community.
- Assist in medical emergencies and provide first aid care to all students, employees and visitors of CSUEB.
- Perform common psychiatric evaluations and mental health screenings.
- Provide patient education and assist with health promotion efforts.
- Provide broad spectrum care which may include but is not limited to reproductive health (e.g. IUD insertion & STI management), gynecological services, minor surgical procedures (e.g. nail removal I&D), treatment of select patients under the age of 18, mens health, athletic exams, physicals, acute care management, psychiatric evaluations and primary care services.
Administration
- Address administrative issues of medical services in the SHCS.
- Submit completed patient encounter notes in a timely fashion.
- Assist SHCS in its on-going preparation for re-accreditation.
- Assist SHCS in becoming HIPAA compliant and maintaining compliance.
- Complete requested forms and evaluations as needed.
- Participate in committees, campus events, and/or other duties in alignment with operational needs.
- Assist with lab management as well as training of ancillary staff.
Minimum Qualifications
Knowledge and Abilities: Thorough knowledge of and the ability to effectively and efficiently apply the principles and methods essential to the diagnosis and treatment of common primary care medical disorders, and in the assessment and response to acute medical situations; understanding of community resources for referral of medical care and treatment beyond the scope of the Student Health Center; knowledge of current public health practices; knowledge of local, state, and national laws and regulations pertaining to the medical field; thorough knowledge of applicable professional ethics standards and patient privacy; ability to serve as a mentor and resource consultant for other health center personnel; and the ability to establish and maintain effective working relationships with a variety of medical practitioners and specialists, as well as students, administrators, staff, and faculty.
Experience and Education: Graduation from a medical school (MD or DO degree) and completion of a residency training program in a primary care field such as family medicine, general internal medicine, gynecology, general pediatrics, emergency medicine, preventive medicine accredited by the Accreditation Council for Graduate Medical Education (ACGME) or equivalent.
License and Certification Requirements
- Possess and maintain a valid and relevant State of California license to practice medicine.
- Possess and maintain current American Board of Medical Specialties (ABMS) or American Osteopathic Association (AOA) medical board certification appropriate for the assigned duties.
- Possess and maintain a valid Drug Enforcement Agency (DEA) certificate and number for prescribing controlled substances.
- Current cardiopulmonary resuscitation and automated external defibrillator (CPR/AED) certification as appropriate for the assigned duties.
- Compliance with continuing education requirements; BCLS certification, BC or BE in primary care field (for physicians hired after September 1, 1988).
- Note: In accordance with Executive Order 943, a physician can be given clinical privileges pending initial certification, but must be board certified as soon as possible, but no later than two years after the date of hire.
Required Qualifications
- Possession of knowledge, skills and abilities required for the practice of primary care medicine in an outpatient setting.
- Thorough knowledge of and the ability to effectively apply the principles and methods essential to the assigned medical specialty, and in the diagnosis and treatment of common medical disorders, and in the assessment and response to emergency situations.
- Thorough knowledge of community resources in medical treatment and public health practices.
- Thorough knowledge of local, state, and national laws and regulations pertaining to the medical field and specialty.
- Thorough knowledge of applicable professional ethics and standards.
- Ability to assist with assessment, diagnosis and treatment of common mental/behavioral health disorders encountered in primary care.
- Maintain proficiency with medical equipment and computer systems, including electronic health records, as appropriate, in SHCS.
- Ability to travel to and from Cal State East Bays Hayward and Concord campuses on an as needed basis.
Preferred Skills and Knowledge
- Prior experience in a university health center and urgent care clinic.
- Knowledge of Executive Order and CSUEB SHCS Policies and Procedures Manuals and Quality Improvement processes.
