Job Details Location: Residential – Portland, OR 97231; Various – NW Portland, NE Portland, and Gresham Position Type: Full Time Schedule: In-person, Mon – Fri, 8:00am – 5:00pm Wage Range: $22.47 - $26.41 per hour (Non-Exempt, Hourly) Position Overview The Oregon Health Plan (OHP) Specialist supports clients in accessing health coverage by guiding them through enrollment, eligibility, and renewal processes for OHP and the Federal Marketplace. This highly interactive role involves daily client contact and frequent communication with state agencies, tribal communities, and partner organizations. The specialist works closely with internal teams and external partners to ensure accurate coverage, continuity of care, and builds trusted relationships with diverse populations. The role combines outreach, case management, and advocacy to help individuals navigate complex systems. What You Will Do Serve as a primary point of contact for clients seeking health coverage, providing intake, application assistance, and ongoing support Track application status, eligibility, and renewal timelines; follow up to ensure continuity of coverage Maintain accurate documentation in electronic health records (EHR) and verify insurance information Communicate regularly with Oregon state agencies, health systems, and other partners to resolve application and eligibility issues Collaborate closely with internal teams and external community partners Conduct outreach efforts, including phone-based outreach and in‑person community engagement events Build relationships with diverse populations, including Native American/Alaska Native communities, unhoused individuals, and clients in residential and correctional settings Educate clients and community members about health insurance options Assist clients in obtaining required documentation (citizenship, tribal heritage, etc.) Support applications for additional services such as SNAP, Social Security, and voter registration Participate in training NARA staff on OHP and Marketplace processes Travel to various sites across the Portland metro area during training and for ongoing outreach Perform other duties as assigned Desired Attributes Open‑minded, empathetic, comfortable working with diverse communities Passionate about community engagement and helping people access critical services Strong communicator, confident on the phone and in person Relationship‑oriented and able to build trust with clients Proactive and willing to go above and beyond Qualifications High School Diploma or GED Minimum of two (2) years of experience in an office or administrative environment Strong proficiency with Microsoft Word, Excel, and Outlook Valid driver’s license, clean driving record, and reliable transportation (mileage reimbursed) Ability to pass pre‑employment drug screening, criminal background check, and DMV check Preferred Qualifications Knowledge of the Oregon Health Plan and/or Indian Health Services Experience working with Native American/Alaska Native communities Familiarity with public benefits systems and healthcare enrollment processes Benefits Affordable Medical, Dental, and Vision Insurance through Kaiser Permanente 15 Paid Holidays 13 Paid Days of Sick Time 13 Paid Days of PTO (vacation accruals increase with years of service to a maximum of 26 days) $50,000 Life Insurance & AD&D Short Term and Long‑Term Disability Flexible Spending Account Health Spending Account 401(k) with 4% Match Employee Assistance Program Inclement Weather Days (Snow Days) Public Student Loan Forgiveness Equal Opportunity and Indian Preference Preference in hiring is given to qualified Native Americans in accordance with the Indian Preference Act (Title 25, US Code, Sections 472 and 473).
