Summary This position is part of the Defense Security Cooperation Agency. The incumbent will be responsible for providing recommendations and guidance on ER practices, procedures, and issues. Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community, student, social). Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience. Education Substitution of education may not be used in lieu of specialized experience for this grade level. Additional information Security Cooperation (SC) Certification: Incumbent must attain DoD Security Cooperation Workforce (SCW) Certification and complete related continuous learning requirements in accordance with the National Defense Authorization Act (NDAA) 2024, Title 10 United States Code, Section 384 and Security Cooperation Workforce Certification Program 2.0 requirements. Incumbent must complete DoD SCW Basic-level certification courses within one year. Requirements for Proficiency Level 1 - At least 1 year of successful SC work experience with a performance appraisal rating of 3 or better. Incumbent must complete DoD SCW Foundational level certification requirements within one year of entering the SC position. In addition, 40 hours of continuing education (CUE) every two years. Veterans Employment Opportunity Act (VEOA): To be eligible for a VEOA appointment under Merit Promotion procedures, the veteran must be a preference eligible or a veteran separated after 3 years or more of continuous active service performed under honorable conditions. Interagency Career Transition Assistance Programs : This program applies to employees who have been involuntarily separated from a Federal service position within the competitive service or Federal service employees whose positions have been deemed surplus or no longer needed. - Provide staff-level advice and consultation to management, Assistant Directors, and supervisors in the various Labor Management and Employee Relations (LMER) programs on specific and agency-wide issues impacting the employee relations program.
- Develop, recommend, coordinate, and implement agency-wide policies and/or programs for major LMER and EEO functional areas: conduct and discipline, adverse actions, reasonable accommodations, and grievances, and appeals. Ensures compliance with overarching policies and regulatory guidance established by OPM, DoD, Executive Orders, Titles 5, 10, and other sections of the U.S. Code.
- Determine need for, develops, and presents agency-wide training, briefings, and models for specific applications in assigned program areas.
- Advises management officials and employees in matters pertaining to disciplinary and adverse actions, performance management issues, grievances, leave and other ER topics.
- Provide comprehensive advisory services on grievances, appeals, and adverse or disciplinary actions by interpreting applicable regulations and administrative instructions, guiding managers through case strategy, and recommending appropriate resolutions, including ADR options.
