Property Management Supervisor

Job Description The NYC Department of Environmental Protection (DEP) enriches the environment and protects public health for all New Yorkers by providing 1.1 billion gallons of high quality drinking water, managing wastewater and stormwater, and reducing air, noise, and hazardous materials pollution. DEP is the largest combined municipal and wastewater utility in the country, with nearly 6,000 employees. DEP's water supply system is comprised of 19 reservoirs and 3 controlled lakes throughout the system’s 2,000 square mile watershed that extends 125 miles north and west of the City. The Bureau of Water Supply seeks to hire an Administrative City Planner (NM) for a position within the Upstate Real Property Services (URPS) Section, Source Water Directorate. The New York City Department of Environmental Protection (DEP), Division of Watershed Lands & Planning (WLCP), manages and administers various land management and stewardship programs, activities on approximately 200,000 acres of City owned lands in the upstate watershed, including identification and resolution of encroachments, removal or demolition of structures or improvements, review and coordination of real property intake forms for proposed uses of City lands, conducting real property research, and management of other real property interests such as restrictive covenants and conservation easements. Under supervision of the Upstate Real Property Services Section Chief, this position will be responsible for overseeing activities related to the effective and efficient identification and resolution of encroachments occurring on City lands, including coordinating with DEP’s Bureau of Police Services, Bureau of Legal Affairs, Source Water Operations Directorate, and other DEP work units. The position will also be responsible for reviewing and processing real property intake forms for proposed uses of City lands, coordinating stewardship activities with other DEP work units, and managing other real property interests affecting City lands. The position may also be responsible for overseeing the removal or demolition of improvements or structures on City lands. Specific duties include:
- Supervises at least one staff person, including prioritizing tasks, conducting annual evaluations, offering employee development and coaching, approving weekly timesheets, and ensuring compliance with health and safety policies.
- Oversees and coordinates efforts to ensure the timely and efficient identification and resolution of encroachments occurring on City owned lands, including landowner correspondence and coordination with other DEP work units such as Source Water Operations, Bureau of Police and Security, and Bureau of Legal Affairs to resolve encroachments on City lands according to internal policies and workflows.
- Ensures internal project bid specifications and program procurements are developed accurately and on time and according to agency city procurement rules and processes.
- Develops and manages contracts for watershed vendors and site contractors.
- Conducts property site visits to review, evaluate and document field conditions on City owned watershed lands enters relevant data and records into the Watershed Lands Information System (WaLIS, a geospatial and CRM database).
- Participates in development of intergovernmental agreements or other real property related instruments.
- Ensures activities taking place on City land as well as the City’s use of other lands comply with all applicable agreements, coordinates and participates in efforts to formalize uses of City land as needed.
- Oversees the timely submission of procurements related to various City land maintenance agreements.
- Ensures records and reports are developed and archived for tracking and resolving all encroachments on City lands. Monitors data entry and reporting from WaLIS, and develops WaLIS workflow and reports as needed.
- Coordinates responses to landowner inquiries.
- Coordinates the management of other real property interests occurring on City land, including administering terms and conditions of covenants or deed restrictions such as those required by the Federal Emergency Management Agency (FEMA) on flood buyout properties.
- Serves as the project manager on important and high profile property management projects and initiatives, and as a team member for large capital projects that involve use of City owned water supply lands.
- Helps develop and implement land management policies pertaining to rights-of-way, encroachments, and fee land monitoring.
- As needed or requested, oversee the removal or demolition of improvements or structures on City lands.
PREFERRED SKILLS:
- Ability to understand, interpret legal documents, surveys, deeds, drawings and maps.
- Draft, articulate, and provide guidance on DEP land use policies when communicating with individuals, local officials, and other stakeholder groups.
- Strong critical thinking and problem-solving skills.
- Ability to perform advanced planning and manage multiple projects efficiently from start to completion.
- Excellent verbal and written communication skills, including public presentations.
- Ability to work cooperatively with others including DEP staff, partner organizations and watershed stakeholders.
- Ability to juggle multiple complex projects while supervising staff and meeting work deadlines and milestones.
- Proficient use of all Microsoft Office programs.
- Database management skills and GIS knowledge experience are desired.
- Ability to learn and use WaLIS on a daily basis.
- Conduct field work in all seasons, including navigating difficult terrain and using GPS units, digital cameras, and related field equipment.
- Respond to public inquiries quickly, accurately and professionally.

Qualifications- A baccalaureate degree from an accredited college and four (4) years of full-time experience in city planning, at least eighteen (18) months of which must have been in a managerial capacity; or
- Education and/or experience which is equivalent to "1" above. However, a baccalaureate degree and eighteen (18) months of managerial experience in city planning is required of all candidates. Graduate work leading to an advance degree in city planning or related field may be substituted for up to two (2) years of the non-managerial experience on a year-for-year basis.
