Position Summary:
This is an on-call position with no guaranteed hours
Under the direction of the Program Manager, the Shift Lead is responsible for ensuring the safety and security of the clients and provides direct, on-site supervision of and support to designated residential care staff and the milieu. Coaches, motivates, and provides support to staff on shift and acts as a primary liaison between residential care staff and other agency professionals and staff. Performs a variety of direct residential care functions in support of assigned areas of responsibility. Ensures adherence to Children's Receiving Home policies and procedures, Community Care Licensing (CCL) Title 22 regulations, Department of Social Services Licensing Regulations and Council on Accreditation (COA) standards.
The Shift Lead assumes the role of Facility Manager while on shift and has the authority and responsibility necessary to manage and control the day-to-day operation of the facility and supervise the clients.
Essential Duties and Responsibilities:
- During scheduled hours, it is required to be at the facility at all times when children are present.
- Maintain continuous communication with Residential Counselors (RC's) to ensure that safe and effective supervision of clients occurs at all times.
- Acts as a mediator between staff and youth by providing leadership and assistance in resolving crisis situations.
- Provides feedback to RCs in a professional manner with the intention of promoting growth and learning.
- Regularly directs Residential Counselors in the performance of their duties.
- Trains new Residential Counselors.
- Evaluates Residential Counselors in the performance of their duties.
- Addresses employee complaints with support from Supervisors.
- Prepares schedules to ensure coverage of shifts in compliance with required staffing ratios.
- Develops and maintains therapeutic relationships with all youth while maintaining boundaries.
- Proactively checks in with the youth frequently to prevent crisis situations.
- Remains with staff and clients during a crisis situation until residents return to their baseline behavior pattern.
- Assists clients in de-escalating after a crisis situation, conducts Life Space Interview (LSI) and completes any necessary documentation.
- Provides assistance to staff with each child in working with a group and in handling individual problems.
- Ensures that staff is utilizing proper Therapeutic Crisis Intervention (TCI) intervention/techniques.
- Intervenes in crisis situations as instructed in TCI to ensure the safety of clients, assumes a lead role when intervention involves use of physical containment.
- Analyzes crisis situations to determine the cause of the problem and possible ways to prevent the situation in the future. Discusses situation analysis with staff and supervisors as needed.
- Assists as needed in the development and implementation of Safety Plans for youth displaying high risk behaviors.
- Ensures staffing ratios are met at all times.
- Notifies staff of new policies and protocols.
- Ensures that Dorm Schedules and Program Activity schedules are followed.
- May need to restrain clients as instructed per TCI to ensure the safety of staff and clients.
- Participates with the youth in a variety of recreational activities to help build and maintain positive relationships with the clients.
- Documents incidents of restraints and crisis in accordance with agency and CCL standards.
- Communicates with Program Supervisor, Residential Counselors, Clinicians, Program Teams and CRH clinic regarding issues concerning the clients as needed, for continuity of care.
- Provides transportation for clients as needed.
- Maintains a safe and healthy work environment within assigned client support services for clients, staff, and visitors; reports on all accidents or illnesses occurring in the workplace and/or during working hours per CRH/insurance requirements and procedures.
- Accountable for reporting building and equipment damage and/or unsafe conditions and initiating action to correct any unsafe conditions.
- Ensures clients' living space meets and/or exceeds the expectations of CCL and CRH and provides regular feedback to the Program Supervisor.
- Performs other agency duties as assigned.
Other Duties
- Must be familiar with and have the ability to carry out all emergency/disaster plans.
- Provides support to Residential staff, volunteers, interns, and any other auxiliary staff.
- Provides childcare and supervision for the clients.
- Provides support during Intakes and Discharges. Aids in the referral process for new admissions.
- Supports during family visitations, or visits that need to be supervised.
- Attends and participates in regular staff meetings regarding program issues.
- Attending mandatory in-service training.
- Completes written documentation per program requirements, in compliance with agency policy and training and CCL Title 22 regulation requirements.
- Attends and participates in team meetings to be aware of and facilitate the development and application of needs and services treatment plans for each child, providing documentation as necessary.
- Ensures accurate recording of worked hours and notifies a supervisor of any discrepancies in a timely manner and in accordance with agency guidelines.

Qualifications
To perform this job successfully, an individual must be able to perform each essential duty satisfactorily. Education/Experience:
- Required: BA/BS Degree, or Child Development Teaching Permit or 12 semester units of Early Childhood Education (ECE) units, Adolescent Development units, Foster and Kinship Care Education and at least 100 hours of experience working with youth. Or valid certificate as an Alcohol Counselor, Drug Counselor or Alcohol and Drug Counselor and at least 100 hours of experience working with youth. Or valid Vocational Training certificate, credential or documentation demonstrating experience as a trade journeyperson who instructs children in vocational skills and at least 100 hours experience working with youth. Or previously employed as a staff or volunteer at a group home or short-term therapeutic center for at least one year.
- The Facility Manager shall meet one of the following requirements prior to employment: One year of full-time experience, or its equivalent, working with the client group to be served (Experience shall be verified as having been performed as a paid or volunteer staff person whose duties required direct supervision and care of the client group served.) Or two years of experience as a member of the social work staff in a group home performing those duties specified in Title 22 Group Home Regulation section 84065.2(c). Or completion with a passing grade, from an accredited or approved college or university, of 15 college semester or equivalent quarter units in behavioral science, 9 units of which must be in courses relating to children with behavioral problems which may be the result of abuse, neglect, or emotional trauma. The courses may include, but are not limited to curriculums in Corrections, Psychology, Social Work, or Social Welfare. Prior to assuming the duties and responsibilities of the facility manager, the individual shall complete a minimum of one hour of Facility Manager training as specified in Title 22 Group Home Regulations Section 84065(k), in addition to training required in New Child Care Staff Training Section 84065(i) and Annual Training required in Section 84065 (j).
- The Facility Manager must complete 4(four) hours of training on the specialized needs of children in transition.
Licenses, Certifications, Registrations:
- Must have Therapeutic Crisis Intervention (TCI) certification and Mastered TCI – LSI 1 Status. Internal Candidates must have an LSI 1 status prior to interview. External Candidates must achieve LSI 1 status one month after TCI has been completed.
