Senior Program Manager
Celestar Corporation is seeking a Senior Program Manager to support The U.S. Army Intelligence and Security Command (INSCOM) under the United States Army Counterintelligence Command (USACIC) Analytical Support Contract. The primary place of performance will be Fort Meade, MD.
ANTICIPATED AWARD: July 2026 ANTICIPATED START: July 2026 PERIOD OF PERFORMANCE: 1 Base Year + 4 Option Years LOCATION: Fort Meade, MD
CLEARANCE REQUIREMENT: Active TS/SCI

Responsibilities:
· The Program Manager shall manage project operations to ensure production schedules are met, system resources are utilized effectively, and that proper relationships are established between customers.
· Responsible for cost, schedule, performance and risk identification / mitigation on projects including but not limited to systems, tools, equipment, software, facilities and other activities.
· Coordinates resolutions to production-related problems.
Required qualifications/skills:
· Minimum education and years of experience requirements for the following:
o High School Diploma: 20 years of relevant experience with at least a portion of the experience within the last 2 years
-OR-
o Associates Degree: 16 years of relevant experience with at least a portion of the experience within the last 2 years.
-OR-
o Bachelors Degree: 14 years of relevant experience with at least a portion of the experience within the last 2 years.
-OR-
· Masters Degree or higher: 12 years of relevant experience with at least a portion of the experience within the last 2 years
· Active Project Management Professional Certification (PMP)
· A Minimum of a Bachelor's Degree in Intelligence or related field, and
· A minimum of 10 years combined management experience, with at least a portion of the experience within the last 2 years.
· Experience leading large teams of 100 FTEs or more.
