We are seeking an experienced and mission-driven Executive Director to provide strategic, operational, and clinical leadership for our Partial Hospitalization Program (PHP) and Adolescent Assessment and Rehabilitation Treatment Services (AARTS) programs. This role serves as a key leader responsible for operational performance, clinical excellence, community partnerships, staff development, regulatory compliance, and program growth across multiple locations.

Position Summary

The Executive Director serves as the senior operational leader for DTAC's PHP and AARTS programs, providing oversight for one PHP location and three AARTS locations. This position is responsible for ensuring the delivery of safe, effective, trauma-informed, and compliant behavioral health services while supporting positive outcomes for children, adolescents, and their families.

The Executive Director will directly supervise two program leaders while providing broader leadership and support to multidisciplinary clinical and operational teams. This role is primarily based onsite in Williamsport and requires regular travel to assigned locations based on business and clinical needs.

Strategic Leadership

• Develop and implement strategies aligned with DTAC's mission to serve children, adolescents, and families recovering from trauma.
• Lead program growth initiatives and identify opportunities to expand access to behavioral healthcare services.
• Evaluate community needs and adapt services to meet evolving behavioral health demands.
• Promote a culture focused on accountability, collaboration, clinical excellence, and trauma-informed care.
  

Program Operations

• Provide oversight of daily operations across PHP and AARTS programs.
• Ensure consistent delivery of high-quality services and positive client outcomes.
• Monitor census, staffing, productivity, and operational performance metrics.
• Develop and maintain operational processes that improve efficiency, access, and service quality.
• Support implementation of evidence-based and trauma-focused treatment interventions, including TF-CBT.

Clinical Quality & Program Excellence

• Foster a culture centered on clinical excellence and continuous quality improvement.
• Support clinical leaders in maintaining high standards of care.
• Monitor program performance, service outcomes, census trends, and quality indicators.
• Ensure services remain responsive to the unique needs of children, adolescents, and families impacted by trauma.
• Champion trauma-informed practices throughout all aspects of program operations.

Financial Management

• Develop and manage operating budgets.
• Monitor financial performance and operational metrics.
• Oversee billing, contracting, and reimbursement processes involving Medicaid, managed care organizations, and county-funded services.
• Identify opportunities for revenue growth, community partnerships, and strategic program expansion.
• Utilize data and performance metrics to support decision-making and long-term program sustainability.

Compliance & Risk Management

• Ensure compliance with Pennsylvania licensing standards, OMHSAS regulations, HIPAA requirements, and accreditation standards.
• Maintain readiness for audits, inspections, and regulatory reviews.
• Oversee risk management, incident reporting, and quality improvement initiatives.
• Promote a culture of safety, accountability, and continuous improvement.

Community Partnerships & Business Development

• Build and maintain strong referral relationships with healthcare providers, behavioral health organizations, county agencies, schools, intermediate units, juvenile justice partners, and community stakeholders.
• Serve as a representative of DTAC within the behavioral health community.
• Participate in networking, outreach, and community partnership initiatives.
• Support program visibility, referral development, and regional growth efforts.

Leadership & Team Development

• Directly supervise program leadership staff.
• Provide support and oversight to Program Managers, Clinical Supervisors, therapists, and multidisciplinary treatment teams.
• Support employee engagement, retention, professional development, and succession planning efforts.
• Foster a trauma-informed workforce culture through coaching, mentorship, and accountability.
• Develop leaders capable of supporting high-quality clinical care across multiple locations.

Required Qualifications

• Master's Degree in Social Work, Counseling, Psychology, Behavioral Health, Healthcare Administration, Public Administration, or a related field.
• Active Pennsylvania LPC, LCSW, or Psychologist license required.
• Minimum of 5-7 years of progressive leadership experience within behavioral health, healthcare administration, or human services.
• Experience managing child and adolescent behavioral health programs strongly preferred.
• Experience overseeing outpatient, PHP, residential, or similar behavioral health services.
• Demonstrated success leading multidisciplinary teams and multi-site operations.
• Experience implementing trauma-informed care models and supporting trauma-focused treatment programming.
• Experience with Pennsylvania Medicaid reimbursement systems, managed care organizations, and OMHSAS regulations.
• Proven ability to improve program performance, drive growth, and maintain regulatory compliance.

Preferred Qualifications

• Partial Hospitalization Program (PHP) leadership experience.
• Experience serving children and adolescents with significant trauma histories.
• Multi-site leadership experience.
• Experience developing referral networks and community partnerships.
• Background in program growth, operational improvement, and performance management.
