ABOUT THE JOB

The Executive Director of Elementary Education leads the design, implementation, and continuous improvement of elementary instruction and develops the capacity of campus leaders to ensure strong foundational outcomes for all students. This role integrates curriculum, instruction, assessment, and leadership development to build coherent, high-quality early learning experiences across the district.

MINIMUM QUALIFICATIONS - PREFERRED EDUCATION AND EXPERIENCE

Bachelor’s degree required

Master’s degree in administration, curriculum and instruction, and/or related field required

Three or more years as a successful elementary classroom teacher

Three years of successful experience in directing a major unit of a school system

Valid Texas Teacher’s certificate

SPECIAL KNOWLEDGE AND/OR SKILLS - EXPERIENCE

A good candidate for this position will possess extensive knowledge in the principles and expectations of elementary core content instruction, effective instructional practices, instructional leadership, assessment best-practices, and current trends in education and technology integration; the ability to supervise and evaluate the work of others; skill in overseeing, organizing, analyzing, and interpreting data; knowledge of the state school accountability system and how to impact student growth through intervention practices. Familiarity with the TTESS evaluation system and instructional classroom walks is key to the ability to support campus leadership. This position requires the ability to build strong relationships with campus leaders and all staff throughout Midlothian ISD and the community. A person is this role should be able to utilize various statistical techniques and developing recommendations and solutions for areas of need; have strong organizational, communication, and interpersonal skills; the ability to provide consistent, fair and policy-based direction to others and make appropriate judgements. The position requires effective use of digital workspace tools, presentation development and strong speaking ability to engage adult learners. Experience in leading and collaborating on large teams using departmental work streams preferred.

ESSENTIAL DUTIES AND RESPONSIBILITIES

The Executive Director of Elementary Education will provide district-wide leadership for elementary curriculum, instruction, and assessment aligned to TEKS and district priorities; oversee curriculum development, revision, and implementation through collaboration with coordinators, principals, and teachers; ensure fidelity of instructional delivery cycle (IDC) across campuses through regular site visits and program monitoring; lead the integration of research-based instructional practices and balanced instructional technology; oversee elementary instructional materials adoption, implementation, and training.

The Executive Director of Elementary Education will direct PK–5 instructional systems including pre-K enrollment eligibility and program implementation, bilingual Pre-K coordination with Federal Programs, PK–3 state initiatives and early literacy mandates, Pk-5 Mathematics initiatives and mandates, dyslexia screening and early intervention systems, and bilingual/ESL education initiatives; lead and refine the elementary Response to Intervention (RtI) framework, including oversight of RtI specialists.

The Executive Director of Elementary Education will analyze district and campus-level performance data, including A–F accountability measures, to identify trends and predict outcomes; analyze student performance data to identify campus-specific needs and instructional gaps to support principals in decision-making toward campus professional development, instructional needs and hiring of key staff; support principals in using data to drive instructional planning and improvement (i.e., Professional Learning Communities, Effective Schools Framework model, data analysis, etc.); monitor progress toward district goals and adjust supports accordingly; lead evaluation of instructional programs and recommend improvements; monitor use and effectiveness of district assessment practices and use of data on campuses.

The Executive Director of Elementary Education will supervise and support elementary principals through coaching, feedback, and performance evaluation; develop principals as instructional leaders capable of leading data-driven conversations, providing effective teacher feedback, building distributive leadership structures; guide principals through annual planning cycles, ensuring focus on high-impact priorities; support the development of emerging elementary leaders and leadership pipelines

The Executive Director of Elementary Education will design, implement and deliver professional learning for elementary leaders and teachers with Executive Director of Secondary Education (e.g., New Teacher Academy, Math and Reading Academies, state mandated programming, leadership development sessions); align staff development to district goals and needs of campuses; build systems for ongoing coaching and capacity-building.

The Executive Director of Elementary Education will participate in district-level decision-making related to instructional programs and leadership strategy; routinely collaborate with the Curriculum and Instruction leadership team to ensure aligned vision, comprehensive systems and intentional planning to achieve the goals of the district’s strategic plan; collaborate with Executive Director of Secondary Education on a consistent basis to lead curriculum, instruction and leadership development in a unified manner; collaborate in district goal-setting, strategic planning, and instructional program design; ensure alignment between curriculum, instruction, assessment, data analysis and leadership practices; communicate instructional priorities and progress to stakeholders, the board and the community.

The Executive Director of Elementary Education will manage budgets related to elementary curriculum, instruction, and leadership development; ensure effective and strategic use of resources, including Early Education Allotment funds; serve as the chair the MISD Instructional Materials Allotment Committee to make decisions to prioritize allocation of Instructional Materials Allotment (IMA) funding; oversee Instructional Materials Allotment (IMA) funding under decision making authority of the MISD Instructional Materials Allotment Committee.

SUPERVISORY RESPONSIBILITIES

Evaluate and document the performance of curriculum coordinators based upon district evaluation criteria.

Participate in the screening and interviewing of candidates in positions related to curriculum and intervention at district and campus level.Supervise elementary curriculum coordinators, instructional coaches, and instructional materials/records and district textbook coordinator

Guide development, training and program oversight for elementary intervention/RTI staff
Participate in hiring, development, and evaluation of instructional and leadership personnel

Oversee hiring, development, and evaluation of elementary principals and instructional leaders

Support selection and onboarding of campus leadership staff

Use the TPESS evaluation model to provide ongoing feedback on job performance and annual summative evaluation for each campus leader under your supervision

The job may require mental/physical demands and consideration of environmental factors: Prolonged sitting; occasional bending/stooping, pushing/pulling, and twisting; repetitive hand motions including frequent keyboarding and use of a mouse; occasional reaching; occasional light lifting and carrying (less than 20 pounds); may work prolonged or irregular hours; frequent district wide and statewide travel; stressful decision-making moments; frequent communication with other employees and members of the public; work with frequent interruptions; and maintain emotional control under stress.

This job is expected to be mostly on-site but comes with the possibility to work remotely (from home) a few days per week as determined by your supervisor. Employees who work remotely are expected to follow policies (attendance, social media, confidentiality, data protection, code of conduct) in addition to protecting passwords and following data encryption protection standards and settings while working remotely as expected at the worksite
