Policy Management Analyst

Policy Management Analyst (26000427) The Department of Children and Families (DCF) seeks a mission‑driven, dedicated individual with public policy, research, and analysis experience to serve as a Policy Management Analyst. The selected candidate will act as a liaison among DCF field offices and regional offices, support policy implementation, analyze management and data reports, and contribute to the Department’s policy development and implementation initiatives through research, data analysis, policy writing, and training development. Responsibilities Write, edit, and format policies, practice guidance, and training materials, including visual design and graphics. Research state policies and practices to inform and update DCF policies, practices, and procedures. Align DCF policies and practices with state and federal laws and regulations. Develop policy training curriculum and deliver trainings to DCF social workers, supervisors, managers, and external stakeholders. Collaborate with information technology staff to design and update IT systems and data tracking to reflect policy changes. Identify policy and practice issues, challenges, and opportunities and develop appropriate responses. Work with the DCF legal team to ensure alignment of policies and practices with applicable laws. Travel to meetings and DCF Area and Regional Offices to support consistent implementation of policy and case practice. Required Qualifications Ability to understand, explain, and apply laws, rules, regulations, policies, procedures, and standards governing assigned unit activities. Knowledge of human resource management principles and practices, including behavioral techniques, planning, forecasting, organizational development, and work simplification methods. Demonstrated experience in preparing charts, graphs, tables, and general report writing. Proficiency in analyzing data, drawing conclusions, and making appropriate recommendations. Experience in assembling information, preparing charts, graphs, and tables, maintaining accurate records, and exercising discretion with confidential information. Effective communication skills, both oral and written, with the ability to establish rapport and promote harmonious working relationships. Strong adaptability to changing situations, ability to meet emergency or changing program requirements, coordinate team efforts, and exercise sound judgment. Preferred Qualifications Experience writing, editing, and formatting policy or guidance. Experience designing and delivering training. Knowledge of child welfare laws, regulations, and national best practices. Strong written and oral communication skills across all staff levels. Familiarity with child welfare SACWIS systems. Experience working in child welfare or a relevant human services field. Ability to work independently in a fast‑paced environment. Minimum Entrance Requirements Applicants must have at least (A) four years of full‑time professional experience in work simplification, management analysis, program analysis, methods analysis, economic analysis, fiscal analysis, financial analysis, budget analysis, program administration, or program management, or (B) an equivalent combination of education and experience: ① A bachelor’s degree in business administration, business management, public administration, industrial engineering, or industrial management may substitute up to two years of experience. ② A graduate degree in a related field may substitute up to three years. ③ A bachelor’s degree or higher in another field may substitute up to one year.
