Surveillance Quality Assurance Analyst
Tallahassee, FL

QUALIFICATIONS AND EXPERIENCE:

The Contractor must possess the following minimum qualifications and experience:
Two years of experience working in disease surveillance and surveillance systems.
Two years of experience working with electronic medical records using the Health Level 7 (HL7) messaging standard.
Two years of experience with data analysis, data integration or database management.
Two years of programming experience with Statistical Analysis Software (SAS), R software, Qlik, SQL, or Python software in the last five years.
Two years of experience working with hospital medical records and records management systems.
Two years of experience with and applying informatics principles for standardized vocabulary transport, and interoperability between systems.

RESPONSIBILITIES:

Daily, and at the direction of the Department, conduct daily reviews of the data in ESSENCE-FL from state and regional perspectives, and provide consultation and training on the system to county health department and state level users.
Daily, and at the direction of the Department, perform daily review of data quality and active communication with facilities regarding issues associated with file transfer and data quality.
Daily, and at the direction of the Department, ensure file transport and processing of data from the Poison Control Centers, Office of Vital Statistics, hospitals and urgent care centers, health information exchange inpatient data, ambulatory data, reportable disease data, and any other new data sources planned for incorporation into the system.
Daily, and at the direction of the Department, assist with operating the ESSENCE-FL helpdesk.
Daily, and at the direction of the Department, oversee and ensure onboarding of surveillance partners, including establishing transport, reviewing test messages, validating messages, providing feedback to partners on message content and structure issues, and providing technical assistance or support.
Weekly, and at the direction of the Department, participate in special surveillance projects during key events.
Weekly, and at the direction of the Department, assist with surveillance data quality efforts including monitoring dashboards and infrastructure development to support data quality efforts.
Weekly, and at the direction of the Department, facilitate, attend, and participate in surveillance team meetings.
Monthly, and at the direction of the Department, document and centrally organize business and system requirements, implementation guides, and processes as it relates to surveillance.
Monthly, and at the direction of the Department, attend national surveillance calls or trainings, quarterly grantee calls, and other relevant national calls or trainings related to the implementation of surveillance.
Quarterly, and at the direction of the Department, update the ESSENCE-FL training manual or any other training documents for the surveillance program.
Quarterly, and at the direction of the Department, assist with the submission of project deliverable
