Job Summary

Supervises and performs professional project management work involving projects for the Public Utilities Solid & Hazardous Waste Division. Essential Functions
• Supervises, directs, mentors, and evaluates assigned staff, including hiring, training, performance management, and professional development.
• Plans, prioritizes, coordinates, and oversees the work of staff, consultants, contractors, and service providers involved in the planning, design, permitting, procurement, construction, and closeout of capital projects.
• Manages projects from conception through completion, including scope development, budgeting, scheduling, permitting, design review, procurement, construction administration, inspections, and contract compliance.
• Provides technical leadership and professional expertise related to engineering, architecture, landscape architecture, geology, and solid waste infrastructure projects.
• Reviews and interprets plans, specifications, reports, studies, and proposed legislation to ensure compliance with applicable codes, regulations, standards, and County requirements.
• Develops and administers project budgets, cost estimates, funding requests, and expenditure tracking to ensure fiscal accountability and project success.
• Establishes project schedules, performance metrics, tracking systems, and reporting processes to monitor project progress and achieve organizational goals.
• Prepares and administers solicitations, bid packages, professional service agreements, and construction contracts; participates in vendor selection, negotiations, and contract administration.
• Ensures compliance with all applicable safety requirements, environmental regulations, permits, policies, and operational procedures.
• Coordinates with regulatory agencies, stakeholders, community organizations, and County departments to facilitate project development, permitting, public outreach, and long-term planning initiatives.
• Prepares and presents professional reports, recommendations, executive summaries, and presentations for leadership, advisory boards, and the Board of County Commissioners.
• Evaluates operational processes, project delivery methods, and program effectiveness; recommends and implements improvements to enhance efficiency, quality, and service delivery.
• Supports the development and implementation of divisional goals, strategic initiatives, policies, procedures, and long-range capital improvement plans.
• Performs other related duties as assigned. Minimum Qualifications
• Bachelor's degree required.
• Seven (7) years of related experience.
• Candidates without a degree should possess four (4) additional years of related experience.
• Fingerprinting Required. LICENSES/CERTIFICATES
• Must possess and maintain valid State of Florida Professional Engineer (PE) license; or possess and maintain other equivalent valid licenses depending upon area of concentration as a Professional Architect (PA) license, a Professional Landscape Architecture (PLA) license, or a Professional Geologist (PG) license.
• May possess PE from another state but must obtain a Florida Professional Engineer license within twelve (12) months from the date of hire; or possess and maintain other equivalent valid licenses depending upon area of concentration such as a Florida Professional Architect (PA) license, Florida Professional Landscape Architecture (PLA) license, or a Florida Professional Geologist (PG) license within twelve (12) months from the date of hire.
• May be required to possess and maintain a valid Florida Driver's License with any applicable endorsement(s) to drive a County vehicle as provided in CMA 5805. Supplemental information
Salary offers above the minimum pay grade may be considered based on qualifications.
Essential Employees may be required to work during an undeclared or declared emergency. The County's Administrative Office will determine who will be required to work on an incident-by-incident basis.
